Belov, Oleg Petrovich

Oleg Belov was born in 1963 in the Vladimir region . According to Belov himself, even in early childhood, he had extraordinary abilities in mathematics and physics, his parents hoped that Oleg would become an academician. According to the testimony given by Belov in the trial of the mass murder trial, he easily entered Moscow universities, including the Moscow Engineering Physics Institute. ^[3]

As a schoolboy, Belov saw in a dream a detailed structure of a flying saucer. From early childhood, he dreamed of constructing this unit and going to another planet. According to Belov, he had a “program scheduled for 300 years” ^[3] .

In 1992, he was baptized in the Seventh-day Adventist Church ^{[4] [5]} . However, he was subsequently expelled from the community for adultery ^[6] .

In 2009, he moved to permanent residence in Nizhny Novgorod. Recently, he lived in the Nizhny Novgorod region of Nizhny Novgorod with his wife and 6 children. At the same time, the wife - Julia Belova (Zaitseva) - was pregnant.

Both spouses did not work, the deceased Julia received pregnancy benefits, and Oleg Belov received a disability pension ^[7] .

Quarrels constantly occurred in the family. Oleg Belov repeatedly beat his wife and children, threatened.

In 2010, Belov even hit his wife with an ax in the head ^[8] . In the local administration, the family was registered as dysfunctional and unsecured ^[7] . Since 2013, the Commission on Juvenile Affairs ^{[9] [10] has} been monitoring the family.

At the end of July 2015, according to the testimony of a neighbor, a quarrel occurred in the Belov family. Cries and calls for help were heard, but the neighbor did not call the police ^[11] . Subsequently, it was found that Belov hit his wife in the face with his fist as a result of a domestic conflict that arose because of, in his opinion, the haircut of his youngest son. Earlier (June 15, 2015), the deceased wife of Belova wrote a statement of claim and reflected in it that her husband systematically beat her and the children ^[12] .

On Monday July 27, 2015 Oleg Belov came to kindergarten, where his wife usually brought children, and said that the family had left for the village. Subsequently, in order not to arouse suspicion, Belov even went to the dairy kitchen, where he took milk for younger children on coupons. However, a week later, Belova's mother-in-law contacted the police, because for a long time she could not contact her daughter and did not believe in the son-in-law's excuses about the family's departure to the village. Arriving at the home address of the police detachment in the apartment dismembered the remains of 6 children and Belov’s wife, packed in nineteen plastic bags ^[7] . The whereabouts of the father and husband of the victims at that time was unknown ^{[4] [11] [13]} .

Law enforcement agencies immediately organized search measures to establish the whereabouts of Belov, and on the same day, in the summer cottage in the city of Gorokhovets, Vladimir Region, a dismembered body of Belov’s mother was found buried in the ground ^{[5] [7] [13]} with multiple stab wounds. Oleg Belov was put on the federal wanted list.

On the night of August 5, 2015, Belov was discovered by officers of the GUUR of the Ministry of Internal Affairs of Russia in a house in one of the summer cottages of the city ​​of Kovrov in the Vladimir Region . According to investigators, Belov intended to kill his mother-in-law, Valentina Zaitseva, and set up an ambush in anticipation of her return ^[14] . However, at that moment she was in Nizhny Novgorod, which Oleg Belov did not know about. He had a knife with him ^[15] .

According to Oleg Belov himself, he committed the murder of his mother in view of the fact that her housemates simply “stoned” her after the news about the murder of her wife and children by her son. He decided to kill her and bury her. " ^[16] . According to investigator Khan Dmitry, Oleg Belov, while checking his testimony on the spot, said that under a fraudulent pretext, he had called his mother to collect raspberries on a neighboring land plot. He went on with his thoughts and even He prayed to God to kill my mother, and having decided, with the words: “God help me kill my mother,” he stabbed his mother several times with a knife in the chest and abdomen.

At this point, his whereabouts were established by law enforcement agencies. During the arrest, Belov, with a knife in his hands, began to express threats of murder against police officers, and even attacked one of the officers of the GUUR of the Ministry of Internal Affairs of Russia, but in response was wounded from a firearm in his stomach ^[15] , after which he was taken into custody and hospitalized ^[13] . Already on August 10, doctors reported that the operation was successful and Belov’s condition improved ^[17] . The bullet did not hurt a single vital organ; Belov quickly recovered.

The victims - six children of Oleg Belov and their spouse - were buried in September 2015 at the Troitsko-Nikolsky cemetery in Kovrov ^[18] . Julia’s mother, Valentina Zaitseva, was undergoing rehabilitation after a heart attack ^[7] .

On August 6, 2015, Oleg Belov was arrested during a closed court hearing held in hospital No. 35 of Nizhny Novgorod, where the accused was transferred for further hospitalization after being wounded ^{[19] [20]} . Initially, Belov was charged with committing crimes under paragraphs. “A, b” part 2 of article 105 (murder of two or more persons committed against a minor, with particular cruelty, in order to conceal another crime). Subsequently, the convoys were expanded: Belov was charged with the murder of two or more persons committed against a minor with particular cruelty, and in order to conceal another crime, as well as with the threat of violence against a representative of the government (items “a, b, d, k ”part 2 of article 105 (murder of two or more persons committed against a minor, with particular cruelty, in order to conceal another crime) and part 1 of article 318 of the Criminal Code of the Russian Federation).

On August 12, the court decided to transfer Oleg Belov from the hospital to the Detention Center ^[21] . In addition, it turned out that Oleg Belov was registered in the neuropsychiatric dispensary of Vladimir , had previously been prosecuted for beating the girl, but was released from punishment due to mental illness. In the early 2000s, he left for Nizhny Novgorod for permanent residence, without informing local medical institutions about his mental illness and previous registration with psychiatric records ^[22] .

At first, Oleg Belov denied guilt in the crime, but during the interrogation by the head of the investigative group Khan Dmitry, he could not restrain himself, burst into tears and repented of the murder of all his family members. The murder was preceded by many years of conflict in the family, the spouse's intentions to divorce. The spark in this conflict was a domestic quarrel over the wrong haircut of his son. In August 2015, Belov, during a test of his testimony on the spot, demonstrated to the investigation how he had killed each member of his family. According to investigators, Belov used a knife previously donated by his wife for the murder ^[5] , and after dismembering the bodies with an ax, he wrapped parts of the bodies in rags and placed them in garbage bags. Later Belov planned to bury the dismembered bodies of his relatives in the Semenovsky district of the Nizhny Novgorod region, where in one of the villages near Belov’s mother-in-law there was an abandoned house. Belov’s plans were violated by an incoming call from the police department of the city of Kovrov, Vladimir Region, who, at the request of Zaitseva Valentina, were looking for the latter’s daughter. Realizing that he would soon be revealed, Belov decided to take his own mother's life, who lives in the city of Gorokhovets, Vladimir Region. When checking the testimonies on the spot, investigator Khan Dmitry asked the arrested Oleg Belov: “What thoughts did you have in your mind right before you killed your own mother?”, To which Oleg Belov answered: “I prayed to the Lord that he gave me strength kill mom. " Belov explained the killing of his mother by a fear of shame that the mother would not have survived: “The neighbors would have simply thrown stones at the mother, having learned what I had done with my family.”

In October 2015, the investigator for particularly important cases of the third investigative department of the Main Investigative Department of the Investigative Committee of Russia with the deployment in Nizhny Novgorod, Lieutenant Colonel of Justice Khan Dmitry Vilorievich completed all investigative actions in the Belov case. The results of a forensic psychiatric examination conducted at the Scientific Center for Social and Forensic Psychiatry named after V.P. Serbsky ^[7] . According to the findings of the examination, Belov suffered from a mental disorder (“ schizophrenia ”), however, this disease did not exclude his sanity at the time of the commission of the crimes ^[23] . That is, the accused, although suffering from a mental illness, but, taking into account remission, he was aware of the actual nature and social danger of his actions ^[7] . According to the decision of experts, Belov is subject to criminal liability, but will have to undergo a course of compulsory treatment of schizophrenia at the place of serving his sentence ^[24] .

According to the investigation, Oleg Belov led a calm lifestyle in yoga centers, practiced yoga, ate with appetite and went out for walks with pleasure ^[7] .

In November 2015, the investigating authorities sent the criminal case materials against Oleg Belov to the court ^[6] .

On December 9, 2015, the Nizhny Novgorod Regional Court extended the term of detention of Oleg Belov in a pre-trial detention center for 6 months. At the same time, the accused filed a petition for transfer to house arrest or on bail , but was refused. The prosecutor opposed a change in the preventive measure ^[12] . In addition, Oleg Belov plans to petition the court to hold closed court hearings ^[12] .

The trial in the case of Oleg Belov began on December 16, 2015 ^[25] . In his speech, the defendant pleaded guilty and asked for forgiveness from his mother-in-law Valentina Zaitseva. According to him, he repents of his deed and does not believe in what happened.

During the trial, Belov applied for the opportunity to work in the Forex market in order to earn 200 million rubles. The court rejected the request ^[26] .

On May 19, during the trial, Oleg Belov refused to confess, declaring his innocence. According to the defendant, he was forced to incriminate himself because of threats. In addition, Belov complained that the lawyer defended him inappropriately, and also repeatedly suggested "not to argue and repent with anyone in court." Refusing to blame, the defendant suggested that many people could have wanted his wife and children dead due to her regular complaints to various authorities against authorities ^[27] .

On June 29, 2016, the Nizhny Novgorod Regional Court found Oleg Belov guilty of killing eight people and the threat of violence against a government official, and sentenced him to life imprisonment in a special regime penal colony. Due to the fact that Belov is suffering from a mental disorder, he will undergo compulsory treatment at a psychiatrist at the place of serving his sentence. In addition, the court ordered the criminal to pay his mother-in-law, Valentina Zaitseva, who was the victim in this case, compensation for moral damage in the amount of 5 million rubles. ^[28]

At the same time, investigator Khan Dmitry initiated a criminal case against the head of the police department of the Nizhny Novgorod police district , Alexander Volchak, his deputy Vyacheslav Nikitin, the head of the unit, Viktor Miller and district police officers Vladimir Filimonov and Dmitry Oblivin. According to the investigation, the police did not respond to Belov’s wife’s appeals about her husband’s hooligan actions, beatings to family members, and death threats ^[19] . So, according to the refusal materials seized by the investigation, Julia Belova repeatedly complained to the police about regular scandals and beatings of her husband. And just a month before the murder, Julia filed a statement with the police, in which she indicated that Oleg Belov was beating her, threatening to kill, dismember the body and throw it in the trash. However, the police officers did not take any appropriate measures on these complaints ^[10] .

On August 8, 2015, the court granted the request of the investigation for the arrest of Victor Miller. Investigators found that being the immediate head of the district police officer Vladimir Filimonov, he coordinated four times the decisions on refusal to initiate criminal proceedings, which he issued upon applications of his wife Oleg Belov ^[29] .

District police officers Dmitry Oblivin and Vladimir Filimonov are under house arrest ^[29] .

According to media reports, due to the initiation of a criminal case against the police, in protest, 9 district police officers in Nizhny Novgorod submitted resignation reports . One of the reasons for their decision, they called fear in a "chain reaction" ^[14] .

In June 2018, two district commissioners Dmitry Oblivin and Vladimir Filimonov were convicted by the court of committing a crime under Part 3 of Art. 293 of the Criminal Code, namely in the negligent attitude to his service, which entailed especially grave consequences in the form of the death of members of the Belov family.
