Sakhalin Regional Center for Folk Art

Sakhalin Regional House of Folk Art was created in 1950 . Its first director was G. N. Kasatkina, an artist of the drama theater of the city of Alexandrovsk-Sakhalinsky . At the beginning of the work, a record was taken of amateur art groups operating in the field, methodological manuals, repertoire collections and recommendation lists for campaign groups for various socio-political events were prepared. Choirmaster courses, seminars for directors of cultural centers , and courses for artistic directors were organized.

During these years, Sakhalin hosted reviews of rural amateur performances , contests of amateur theatrical and choral groups , photo exhibitions, and exhibitions of works of decorative art . At the houses of culture, propaganda brigades were created for performances on logging sites, in fishing camps, on state farms and collective farms .

In 1960 , the first competition for the best work for amateur groups on local material was announced, the Regulation was sent out and a premium fund was created. In order to assist rural amateur performances on the part of professional cultural workers, consultation points and seminars were organized for leaders of choral, dance, and choreographic groups. On a quarterly basis, ODNT issued guidelines for club institutions.

In 1977 , there was a trend towards a decrease in the number of participants in amateur performances. The choral and orchestral groups became smaller. In order to revitalize the work, it was decided to hold regional contests, festivals, shows on the genres of amateur performances, organize zonal celebrations of songs, music, and dance.

In 1979 , the Regional Scientific and Methodological Center for Folk Art and Cultural Education was created, which combined the Houses of Folk Art and the methodological study room of cultural enlightenment. From 1979 to 2000 , ONMTS was headed by Honored Worker of Culture E.A. Borovkov.

In the 80s, the main events of the ONMC were held as part of the I All-Union amateur art festival dedicated to the 40th anniversary of Victory in the Great Patriotic War, the II All-Union festival dedicated to the 70th anniversary of the October Revolution, and the III All-Union Festival of Folk Art. The center takes an active part in the preparation of delegations to All-Russian festivals, and provides creative assistance to collectives.

In 1993 ONMTSNTiKPR was transformed into the Sakhalin regional center of folk art. Among the regular shows, contests and festivals, OCST employees began to conduct leisure activities that were not previously characteristic of the Center: governor's New Year's balls, governor's evening meetings with war veterans, holiday concerts by February 23 . Concerts began dedicated to Slavic culture and ceremonial holidays: Easter , Christmas , Trinity , Maslenitsa . With great scope and high professionalism in the jubilee 2010, a Gala concert "My Spring - My Victory" was organized and held with the participation of the best bands and performers of the region.

In recent years, among the most successful festivals it is worth mentioning: the regional festival of the author’s song “Islands”, the festivals of the author’s song “Three Brothers” and “At the Tatar Strait”, the regional festival of young vocalists “Children of the 21st Century”, the regional festival of pop song “The Rose of Island Winds” ", The regional festival of folk song" Sings native village. " Once every two years, the regional Easter festival “Destined to Russia to be reborn” takes place. In the field of cultural and leisure activities, the most successful festivals are the Patriot of Russia and the Islands of Constellations.

Special attention of the Center's specialists has always been paid to the problem of preserving the traditional culture of the peoples of the North . The first review of the creativity of the peoples of the North took place in 1960 in the village of Nogliki . Nowadays, several events are held annually in this direction, among them - master classes, concerts of famous groups, exhibitions, as well as the Children and Youth Festival of the Northern Peoples “Heirs of Traditions” and the regional festival of crafts of the indigenous peoples of the North of Sakhalin “Living Traditions”.

The OSTNT brand is the Sakhalin Song project. The idea to create a contest with songs about Sakhalin was realized for the first time in 1994 .

Amateur theater is also not forgotten in the area. In 2010 , the festival of amateur theaters “Victory 45th” was successfully held, in 2011 - the festival “My Chekhov”. The festival of amateur puppet theaters "The Magic World Behind the Screen" is regularly held.

The largest festival of folk culture, which organizes OSTNT - International Festival of National Cultures "Commonwealth". It takes place every three years. The last festival ended in 2014 . 7 famous ensembles from various regions of Russia, South Korea, and China performed at it. Together with them 40 creative groups of the Sakhalin region participated. The total number of festival participants was 600 people, concerts over several days were held at 11 concert venues, more than 12 thousand spectators watched them.

The center is actively working in the field of social order. He holds ceremonies dedicated to the main Victory dates - May 9 and September 2 (World War II End Day) on the main squares of Yuzhno-Sakhalinsk . Successfully held mass events dedicated to the opening of the Crystal Palace and the Olympic Torch Relay in 2014, thematic concerts on the anniversary of the Sakhalin Region.

In the past two years, a number of workshops on folk choreography have also been held; in 2015 , an extensive choreographic festival, “Funny Tricks”, was held.

Twice a year, OCST holds board of directors, attracting teachers from higher educational institutions and researchers from Moscow and St. Petersburg .

The center is actively engaged in publishing. Each year, various methodological materials, scripts, brochures with information and analytical references, booklets on the most significant events are published. Since 2010 , information on current work has been published on the center’s official website.

OSTNT is a methodological and consulting center for cultural and leisure institutions of the Sakhalin Oblast . The founder and owner of OCST property is the Sakhalin Oblast. The executive body that exercises the functions and powers of the founder of the Center for Scientific and Technical Information is the Ministry of Culture and Archival Affairs of the Sakhalin Region. The center for coordination and informational and methodological support of the activities of the Center for Contemporary Science is the State Russian House of Folk Art.

The Sakhalin Regional Center of the People is an informational and methodological center for club institutions in the Sakhalin Region. Its main functions are:

• preservation of the intangible cultural heritage in all the diversity of genres and ethnic characteristics;
• creation of methods for integrating traditional creative skills into the modern creative process;
• informatization and methodological support of creative processes;
• organization and holding of national holidays, festivals of folk art and amateur art.

The list contains the regular and most significant events of the Sakhalin OSTNT by genre. Most regular events take place every two years according to a plan approved by the Ministry of Culture of the Sakhalin Region. On average, about 30 major events are held annually.
