Championship System

At the first stage, 16 participating teams were divided into 4 groups, in which the teams played in one round. For a victory with a score of 3: 0 and 3: 1, the winner received 3 points, for a victory of 3: 2 - 2 points, for a defeat of 2: 3, the loser received 1 point, for defeats of 1: 3 and 0: 3 points were not awarded. 8 teams (two best from each group) reached the second stage, where they formed 2 groups of 4 teams. The results of team games among themselves at the first stage were taken into account. All 4 teams from the groups of the second stage reached the quarter-finals of the playoffs and in the elimination system they played 1–4 places. The final 5-8th places also in the elimination system were played by losers in the 1/4 finals.

According to a similar system, the 9th – 16th places were played by teams that took the 3rd – 4th places in the groups of the first stage.
