Ministry of the Interior of the RSFSR

The Ministry of Internal Affairs of the RSFSR is the government body of the RSFSR to combat crime and maintain public order .

History

On March 13, 1948 , the RSFSR Constitution was mentioned in the RSFSR Ministry of the Interior [1] [2] . However, in most sources the date of creation of the ministry is indicated on February 22, 1955 , when the corresponding Decree of the Presidium of the Supreme Council of the RSFSR [3] [4] [5] was issued.

On December 20, 1962 , the Ministry of the Interior was transformed into the Ministry of Public Order Protection (MOOP) of the RSFSR [6] , which was abolished in December 1966 [7] in connection with the formation of the USSR Ministry of Public Order (MOOP) [5] .

In 1955, the staff of the central apparatus of the Ministry of Internal Affairs of the RSFSR totaled 820 people. (available 646). In 1960, in connection with the abolition of the USSR Ministry of Internal Affairs, it was increased to 1380 people [5] .

The total number of the Ministry of Internal Affairs of the RSFSR for 1958 was about 130,300 people. During 1958 - 1959, it was reduced by 15 682 people [5] .

On October 27, 1989 , the Ministry of the Interior of the RSFSR was re-established [8] .

On December 19, 1991, the Decree of the President of the RSFSR “On the Formation of the Ministry of Security and Internal Affairs of the RSFSR ” was issued, which abolished the Ministry of the Interior of the RSFSR and the Federal Security Agency of the RSFSR [9] , but this decree was soon disputed by a group of deputies of the RSFSR in the Constitutional Court and 14 January 1992 recognized as incompatible with the Constitution of the RSFSR and invalidated [10] . During the existence of the Ministry of Security and Internal Affairs, its governing apparatus was never formed, so the Interior Ministry officers continued to carry out their duties.

December 25, 1991, in accordance with the law adopted by the Supreme Council of the Republic, the RSFSR was renamed the Russian Federation. On April 21, 1992, the Congress of People’s Deputies of Russia approved the renaming, making appropriate amendments to the Constitution of the RSFSR, which entered into force on May 16, 1992 from the date of publication. Accordingly, the Ministry of the Interior of the RSFSR became known as the Ministry of the Interior of the Russian Federation [11] .
