... the state saw the sprouts of a new capitalism ... And here came a resolution to increase taxes from 3% to 60%, that is, 20 times. Business immediately went into the shadows, taxes generally stopped paying. This did not suit me, and instead of ignoring taxes, I just looked where they were less. Such an industry was innovation: those who invested in production were exempted from taxes. Then he began to deal with building materials, equipment for their production. Several patents for new equipment have been registered since the USSR. In 1993, they received great recognition in Italy and it seemed to me that it costs money to invest in small production. Our number of enterprises has increased to 100. [2]

At the Kiev City Administration
In 2006, the head of the Kiev city state administration Leonid Chernovetsky suggested that Alexander Rzhavsky first become his adviser, and then deputy on housing and communal services. In the role of Acting Deputy, Rzhavsky took the initiative to increase the salaries of ZhEK employees, while expanding their responsibilities, in particular by adding public order protection and participation in quick response dispatch services. In addition, Rzhavsky came up with an original initiative to introduce a “communal card” for those who live in Kiev without a registration.
The question is rather in the person’s motivation when he will buy this card. He must understand that it is unfair, living in Kiev, to use his services for free. [6]
The funds from the introduction of the communal card will be directed to the implementation of the Clean Capital city program, which provides for the provision of janitors with housing in the houses near which they work. According to Mr. Rzhavsky, everyone who will come to the capital to earn money will have to buy a communal card. “I do not mind that nonresident people work in Kiev, but I believe that everyone should pay for utilities,” said Rzhavsky. [7]
In his opinion, with the introduction of such a card each month, the city could additionally receive about 20 million UAH. Nevertheless, the KSCA refused this initiative, calling it "personal opinion and the initiative of Rzhavsky." [eight]
On July 28, 2007, Rzhavsky got into a serious accident, underwent several operations, and withdrew from active political activity during the recovery period.
