The seal of the staff of New York ( English Great Seal of the State of New York ) is one of the state symbols of the State of New York of the United States of America .
The seal is a blue circle with the state emblem placed in it and the inscription "Seal of the State of New York" ( English Great Seal of the State of New York ) in a circle.
The New York State Coat of Arms depicts the figure of Liberty (left) and Justice (right) holding a heraldic shield , over which the symbol of the United States - the Bald Eagle - sitting on the globe, spread out its wings. The shield field depicts a sailing ship and a small sloop , symbolizing domestic and foreign trade, floating on the Hudson River amid mountain landscapes, meadows and the rising sun. The figure of Liberty tramples the crown with his left foot, denoting independence from his former metropolis of Great Britain , the figure of Justice has a traditional blindfold, a sword in his right and scales in his left hand, which indicates its independence and justice. Under the shield is the motto of the state - "Higher and Higher" - executed in Latin ( lat. Excelcior ).
The first seal was approved on April 15, 1777 for use "in all cases in which the royal seal was used in colonial times" [1] . It depicted the rising sun, the motto of the state and the inscription "Seal of the State of New York." On the reverse was an image of a cliff in the ocean with the signature "In vain" ( lat. Frustra ) in Latin.
Formally, the seal was put into circulation by Chapter 112 of the laws of 1778 and was subjected to external modification in 1798 and 1809. Obviously, in the course of use, the type of seal was not always the same, which led to the need to create a commission in 1880 for “an accurate description of the coat of arms approved in 1778” [2] . The commission’s decision was communicated to state legislators in 1881 and contained a “description of the coat of arms sufficient to accurately depict it,” which formed the basis for the fourth version of the state seal introduced by chapter 190 of the state laws of 1881.
