Early elections of the governor of the Kostroma region took place in the Kostroma region on September 13, 2015 on a single voting day . At the same time, elections were held in the Kostroma Regional Duma, the Kostroma City Duma, and the heads of a number of municipalities.

As of July 1, 2015, 545,447 voters were registered in the Kostroma region [1]
Previous Events
The previous election of the governor of the Kostroma region took place in December 2000 and took place in two rounds (December 10 and 24). Then Viktor Shershunov was re-elected for a second term ( Communist Party , supported by the NPSR ). On January 8, 2001, he took office for a five-year term. [2]
The next election of the governor was expected in December 2005, however, from January 1, 2005, the elections of the heads of regions throughout Russia were replaced by the approval of the candidacy submitted by the president by the regional assembly. Shershunov's second governor’s term expired in January 2006 [3] , but already in April 2005 he early asked the Russian president for trust. President Vladimir Putin appointed (through the approval process by the regional Duma) Shershunov for a third term [4] . May 11, 2005 he took office.
In September 2007, Viktor Shershunov died in an accident. In October 2007, the president appointed senator from the Altai Territory Igor Slyunyaev as the new governor.
Slyunyaev’s five-year term expired in October 2012, but on April 13, 2012, he resigned ahead of schedule at his own request. The interim president of Russia, Dmitry Medvedev, has appointed the head of Roskomnadzor Sergei Sitnikov . On April 25, President Medvedev nominated Sitnikov to the Kostroma Regional Duma [5] . On April 28, Sitnikov was unanimously approved by the governor [6] and on the same day took office for a term of 5 years [7] . And in May 2012, President Dmitry Medvedev signed a law returning direct elections to regional leaders in Russia. The law entered into force on June 1, 2012.
Sitnikov’s powers expired in April 2017, however, in May 2015, he resigned early and asked President Putin for permission to run again (in other cases, the law prohibits this). Putin gave permission and appointed Sitnikov as interim governor before taking up the election.

Nomination and registration of candidates
Right of nomination
According to the charter, a citizen of the Russian Federation who has reached the age of 30 years may be elected governor of the Kostroma region.
In the Kostroma region, candidates are nominated only by political parties that have the right to participate in elections in accordance with federal laws. Self-nomination is not allowed.
The candidate should not have the citizenship of a foreign state or a residence permit in any other country.
Municipal Filter
On June 1, 2012, a law came into force that returned direct elections of the heads of constituent entities of the Russian Federation . However, the so-called municipal filter was introduced. All candidates for the post of head of a constituent entity of the Russian Federation (both nominated by parties and self-nominated), according to the law, are required to collect from their support from 5% to 10% of the signatures of the total number of municipal deputies and elected heads of municipalities, including from 5 to 10 deputies of representative bodies of municipal districts and urban districts and elected heads of municipal districts and urban districts in elections. Municipal deputies have the right to support only one candidate. [ten]
In the Kostroma region, candidates must collect signatures of 8% of municipal deputies and heads of municipalities. Among them should be the signatures of deputies of district and city councils and (or) heads of regions and city districts in the amount of 8% of their total number. In addition, the candidate must receive signatures in at least three quarters of the districts and urban districts .
According to the calculation of the election commission, each candidate must collect signatures from 159 to 166 deputies of all levels and heads of municipalities, of which 41 to 44 are deputies of district councils and councils of city districts and heads of districts and city districts. In this case, it is necessary to collect signatures in at least 23 out of 30 districts.
Federation Council Candidates
Since December 2012, a new procedure for the formation of the Federation Council has been in force. So, each candidate for the post of governor during registration must submit a list of three people, the first of which, if a candidate is elected, will become a senator in the Federation Council from the regional government.
