Sanitary-Epidemiological Conclusion (FEZ) - a document certifying the compliance or non-compliance of sanitary conditions with environmental factors, economic and other activities, products, works, services; buildings, structures, facilities, equipment and other property that the applicant intends to use in the course of its business activities.

The essence of sanitary-epidemiological examination
All children's products, food, clothing, goods in contact with human skin and food taken (kitchen appliances, furniture, stationery, household chemicals, etc.) were subject to sanitary-epidemiological examination . Sanitary-epidemiological examination of products and the design of the FEZ in some cases were the same necessary procedure as obtaining a certificate of conformity of the GOST R system for products subject to mandatory certification. In September 2004, the Federal Customs Service of Russia by its letter changed the existing procedure for importing and declaring products, obliging the declarants to provide certified copies of the FEZ in the absence of information about their details in the product conformity certificates.
Special economic zones were drawn up on the basis of the product tests carried out and confirmed by test reports . When applying for an SEZ, the applicant had to provide the necessary documents on the basis of which the tests will be conducted, as well as a sample of their products. The list of documents differed depending on whether the Russian products are either imported, whether they are supplied under a contract or made by the applicant himself.
Sanitary and epidemiological examination of products was carried out by the territorial departments of Rospotrebnadzor of Russia and the Centers for Hygiene and Epidemiology that conducted the tests. Before that, the whole procedure was carried out in the centers of the State Sanitary and Epidemiological Surveillance of Russia ( TsGSEN ) themselves . The term of the FEZ was up to 5 years.
The sanitary-epidemiological conclusion was drawn up on a blue-blue form; for food additives instead of the FEZ issued a "Certificate of Registration".
Each SEZ had an individual number in which information was laid on the TsGSEN, which issued this conclusion, the date of issue and the type of product for which this conclusion was issued. For example: 34.77.03.880.P.002399.05.06. or 77.01.16.249.P.027518.05.06, where:
- the first two digits are the code of the region of the sanitary and epidemiological service;
- (two pairs of numbers) information about which TsGSEN issued the conclusion;
- The first three digits of the OKP code of this product
- number in the register;
- month and year.
Thus, the first special economic zone was issued in Volgograd (region 34) for shoe products, the second in Moscow (region 77) for chemical products. Both reports were issued in May 2006.
Since July 1, 2010, sanitary-epidemiological conclusions on products have been abolished, and certificates of state registration of products have been introduced instead of them. The previously issued SEZs for products were valid until January 1, 2012 (or until the expiration date of the opinion). Currently, sanitary-epidemiological conclusions are issued only for activities and project documentation.
Legal Framework
Until 2005, the procedure of sanitary and epidemiological expertise was based on the order No. 325 of the Ministry of Health of the Russian Federation dated August 15, 2001 “On sanitary and epidemiological examination of products”. In November 2005, Rospotrebnadzor issued Order No. 776 “On Sanitary and Epidemiological Examination of Activities (Work, Services), Products, Project Documentation,” which largely repeated Order No. 325. In Order No. 776, general product groups were defined (without specifying codes OKP ), falling under obligatory hygienic examination. On July 19, 2007, Order No. 224 was issued, canceling Order No. 776.
Later, the “Unified List of Goods Submitted to Sanitary and Epidemiological Supervision (Control) at the Customs Border and the Customs Territory of the Customs Union” was issued, approved by Decision of the Customs Union Commission No. 299 of May 28, 2010. Since its publication, certificates have been used on state registration of products.
Conclusion of the state sanitary and epidemiological expertise (Ukraine)
The conclusion of the state sanitary and epidemiological examination is a document confirming that the products, type of activity or technical conditions comply with hygienic standards and sanitary requirements in force in Ukraine. The conclusion of the state sanitary-epidemiological examination of the state sanitary-epidemiological service, after the examination of products (production conditions, TU) on the basis of the test report and the documents submitted.
There are three types of state sanitary and epidemiological expertise: for products; type of activity (production, trade, catering, etc.); on technical conditions (TU).
The conclusion of the state sanitary-epidemiological expertise (sanitary-epidemiological conclusion, FEZ, SES, hygienic certificate) is issued for a period of 1 to 5 years.
