Biography
Born on March 28, 1914 in Brescia, the son of (headed the Brescia Chamber of Commerce, and in 1926 received the chair of political economy at the Law Faculty of the University of Pisa ) and Egina Chiaretti. He studied at the Faculty of Law of the University of Padua under the well-known economist and advocate of liberal ideas , he graduated from the university in 1936. Guido Carley sought to influence his father’s conviction, supporter of theories of economic nationalism and fascist corporatism, but his son did not follow in his footsteps - not becoming an obvious anti-fascist, Carly Jr. publicly rejected the principles of fascist political economy [1] .
In 1945, Carly became a member of the Administrative Council of the Italian Directorate for Amendment of the Constitution (Consiglio di amministrazione dell'Ufficio italiano dei cambî dalla costituzione), and in 1948, the General Council of the same administration [2] .
From 1937, he worked at the Institute for Industrial Recovery (Istituto per la Ricostruzione Industriale, IRI ), in 1947-1952 he was the executive director of the International Monetary Fund , at the same time in 1948-1952 he was a consultant of the Italian Exchange Rate Office ( Ufficio italiano cambi ), and 1950-1952 - Chairman of the Board of the [3] .
From May 19, 1957 to July 1, 1958, Carly was Minister of Foreign Trade in the Zoli government [4] .
In 1959 he became CEO of the Bank of Italy , and from August 1960 to August 1975 he was its manager. In addition, from 1960 to 1970 he was a member of the board of the Bank for International Settlements , and from 1962 to 1975, he was the manager for Italy at the International Bank for Reconstruction and Development . From 1976 to 1980, Carly was president of Confindustria [5] .
In 1977, at the initiative of the group of entrepreneurs led by Umberto Angielli and with the support of Confindustria in Rome , the International Free University of Social Sciences ( LUISS ) was established on the basis of the Catholic University De Deo, which existed since 1966. From November 1, 1978 until his death in 1993, Guido Carly was its president, and since 1994, by a decision of the Board of Directors, the university has been named after him. In 1980, Carly headed the Industrial Union of the European Community (Union des industries de la Communauté Européenne) [1] [6] [7] .
In 1983 he was elected from Lombardy to the Senate of the IX convocation and was a member of the faction of the Christian Democratic Party from July 19, 1983 to July 1, 1987 [8] . In 1987, he was re-elected (again in Lombardy) and until 1992 was again in the faction of Christian Democrats [9] .
From July 22, 1989 to April 12, 1991, he served as the Minister of Finance (ministro del Tesoro) in the sixth government of Andreotti [10] , and from April 12, 1991 to April 24, 1992 - in the seventh government of Andreotti [11] . In 1992, it was Carly who represented the Maastricht Treaty to the Senate, justifying the need for it to be signed with prospects for obtaining benefits from a market economy subject to optimal rules and government funding programs aimed at the benefit of future generations [12] .
He died in Spoleto on April 23, 1993.
Awards
On June 2, 1962, Guido Carly was awarded the Grand Cross of the Order for Services to the Italian Republic [13] .
