All-Union Central Council of Trade Unions

The All-Union Central Council of Trade Unions ( abbr. All -Union Central Council of Trade Unions ) is the central organ of trade unions , which supervised the activities of all trade union organizations in the Soviet Union from 1918 to 1990 . In 1933, the structures of the People's Commissariat of Labor were joined to the All-Union Central Council of Trade Unions, after which the All-Union Central Council of Trade Unions became the state ministry.

The All-Union Central Council of Trade Unions in different years was called differently:

  • Provisional All-Russian Central Council of Trade Unions (June 20 (July 3) 1917 - January 7 (20), 1918);
  • All-Russian Central Council of Trade Unions (AUCCTU) (January 7 (20), 1918 - November 11, 1924);
  • All-Union Central Council of Trade Unions (AUCCTU) (November 11, 1924 - October 29, 1990).

History

The first conference of Russian trade unions took place on September 24 - October 7, 1905, the second - on February 24-28, 1906. On April 16-17, 1917, in Petrograd, at a meeting of representatives of the Petrograd and Moscow Central Bureau of Trade Unions and the Labor Department of the Petrograd Soviet of Workers 'and Soldiers' Deputies, an Organizational Commission was formed to convene the All-Russian Conference of Trade Unions.

On June 20–28 (July 3–11) 1917, the All-Russian Conference of Trade Unions elected the Provisional All-Russian Central Council of Trade Unions, which retained its authority until the congress. An Executive Committee was elected from the Provisional Council. The Menshevik V.P. Grinevich was elected Chairman of the All-Union Central Council of Trade Unions, who resigned after the October Socialist Revolution in protest against the armed seizure of power by the Bolsheviks.

On 7–14 (January 20–27), 1918, at the First All-Russian Congress of Trade Unions, the permanent leading center of the trade union movement, the All-Russian Central Council of Trade Unions (AUCCTU), was elected. After the IV conference (March 12-17, 1918), the working apparatus of the All-Union Central Council of Trade Unions was formed. The Executive Committee was renamed the Presidium of the All-Union Central Council of Trade Unions, which was formalized by the approved All-Union Congress (September 17–22, 1922) of the All-Union Central Council of Trade Unions.

In connection with the formation of the Union of Soviet Socialist Republics, the VI Congress of Trade Unions (November 11–18, 1924) renamed the Council from the All-Russian to the All-Union Central Council of Trade Unions - the name that was used until the abolition of the All- Union Central Council of Trade Unions in 1990 - and the central committees of the All-Russian trade unions to Central Committees of the All-Union Trade Unions.

Already in 1918, the All-Union Central Council of Trade Unions was actually subordinated to the organs of Soviet power. Trade union structures became assistants to the Soviet authorities in the seizure of food. Under the People’s Commissariat of Food (People’s Commissariat for Food) of the RSFSR, the Military-Food Bureau of the All-Union Central Council of Trade Unions worked, which, together with it, supervised the working food detachments [1] . On the ground, with food committees, there were provincial and district workers' offices of the All-Union Central Council of Trade Unions, which were supposed to unite local trade union organizations, form working food detachments and supervise their activities [1] . A member of the food detachment often received a certificate on behalf of two bodies simultaneously - the People's Commissariat of Food and the Bureau of the All-Union Central Council of Trade Unions.

On June 23, 1933, the Decree of the CEC, the Council of People's Commissars of the USSR and the All-Union Central Council of Trade Unions “On the Association of the People’s Commissariat of Labor of the USSR with the All-Union Central Council of Trade Unions” united the People’s Commissariat of Labor with the All-Union Central Council of Trade Unions (including their local bodies) [2] . Thus, the AUCCTU formally became a state authority, which received oversight functions in the social and labor sphere.

During the perestroika period, the ideological control of the CPSU was weakened, which allowed for the March 23, 1990 Constituent Congress of the Republican Trade Unions of the RSFSR , which proclaimed the rejection of the ideas of Marxism-Leninism and the creation of the Federation of Independent Trade Unions of Russia (FNPR), which brought together the majority of Russian industrial unions and territorial trade unions.

October 21-29, 1990 was abolished by the decision of the XIX Congress of the All-Union Central Council of Trade Unions. Instead, the General Confederation of Trade Unions of the USSR (CPSU), Secretary General Shcherbakov Vladimir Pavlovich, was created. [3]

After the collapse of the USSR and the ban of the CPSU , the organization was dissolved, its property was transferred to republican and local unions. The successor in Russia was the Federation of Independent Trade Unions of Russia (FNPR).

Composition and structure

The All-Union Central Council of Trade Unions consisted of members and candidates for membership of the All-Union Central Council of Trade Unions and was elected in full strength by the congress for a term of 4 years. The primary branches of the trade union "AUCCTU" were centrally located in each institution and organization, in fact, trade union, party and Komsomol organizations complemented each other in their activities.

According to the Charter of the trade unions of the USSR, plenums of the All-Union Central Council of Trade Unions were held at least once every 6 months. The All-Union Central Council of Trade Unions elected the Presidium , which supervised the work of the trade unions between the plenums, which included the chairman of the All-Union Central Council of Trade Unions, the secretaries of the All-Union Central Council of Trade Unions, and members of the Presidium. The AUCCTU elected the Secretariat for the organizational and executive ongoing work. Representatives of the All-Union Central Council of Trade Unions were part of the USSR State Committee for Labor .

The functions of the AUCCTU

  • participated in the development of national economic plans;
  • led socialist competition and the movement for communist labor;
  • listened to reports of trade union committees and councils, as well as reports of ministries, departments and state committees on production, labor and cultural services for workers and employees;
  • was vested with the right of legislative initiative, that is, he could introduce draft laws and decrees to the legislative bodies;
  • participated in the preparation and consideration in the Council of Ministers of draft resolutions on wages, social insurance, labor protection, cultural and consumer services for workers and monitored compliance with laws and regulations on these issues;
  • issued instructions, rules and clarifications on the application of existing labor legislation;
  • supervised the work of the state social insurance and health resort services for workers;
  • led the All-Union Society of Inventors and Rationalizers, scientific and technical societies, voluntary sports societies of trade unions, and tourism development;
  • created union schools and courses;
  • approved the union budget and the state social insurance budget;
  • represented the Soviet trade unions in the international trade union movement and on their behalf joined the international trade union associations.

The property of the All-Union Central Council of Trade Unions was huge property, which (as of 1987) was estimated at more than 9 billion Soviet rubles and included [4] :

  • More than 1 thousand health resorts;
  • More than 900 tourist institutions;
  • 23 thousand clubs and palaces of culture ;
  • 19 thousand libraries;
  • About 100 thousand pioneer camps ;
  • Over 25 thousand sports facilities.
