Match TV is the Russian federal mandatory publicly available sports television channel that began broadcasting on November 1, 2015. It broadcasts around the clock from Moscow , from the Ostankino television center [10] . It was created at the suggestion of the Chairman of the Management Board of PJSC Gazprom Alexey Miller [5] [6] and in accordance with instructions [7] and the Decree of the President of Russia Vladimir Putin [8] on the basis of the sports editorial office of Gazprom-Media Holding JSC, the technical equipment of ANO “Sports Broadcasting” (Panorama brand) and frequencies of the Russia-2 TV channel ( VGTRK ) and the Yekaterinburg 10 channel [11] . The operator of the channel is LLC National Sports TV Channel [12] .

History
Creation
On April 17, 2015, RBC media holding published initially not officially confirmed information that the Rossiya-2 TV channel could be transferred to Gazprom-Media Holding, and NTV-Plus plans to create a full-fledged sports channel on its basis [6] . Three days later, according to the TASS agency , the Minister of Sports of the Russian Federation Vitaly Mutko at a press conference in Sochi expressed concern about the lack of a publicly available sports channel in Russia. He said that the issue of sports broadcasting is planned to be considered at the Presidential Council for the Development of Physical Culture and Sports, but refused to disclose any details of the decisions being prepared [13] . The meeting of the Council took place on June 2, 2015 [5] . During it, the chairman of the board of Gazprom Media Holding Dmitry Chernyshenko announced the creation of a new specialized publicly accessible sports television channel, formed on the production and technological base of NTV-Plus OJSC and ANO Sports Broadcasting, as well as the Russia-2 television distribution network " [14] . On June 5, 2015, the National Sports TV Channel Limited Liability Company was established.
According to paragraph 4 of the list of instructions following a meeting of the Council signed by the President of Russia on June 25, 2015, work on the creation of an all-Russian compulsory publicly accessible sports channel was completed by August 1, 2015 [7] [15] . The new channel received the name "Match TV" [4] . According to the Vedomosti newspaper [16] , also voiced by sports commentator Georgy Cherdantsev [17] [18] , all employees of Rossiya-2 TV channel could go to work at Gazprom Media Holding.
On July 15, 2015, President of the Russian Federation Vladimir Putin amended the decree “On All-Russian Compulsory Publicly Available Television and Radio Channels,” according to which Match TV replaced “Russia-2” in clause 3 of this list, which corresponds to the place of the channel in the first digital broadcasting multiplex . On July 31 of the same year, the first Match TV license was issued, which included all the frequencies of Russia-2 operating at that time (926 analog air frequencies), which temporarily broadcast from August 1 to October 31, 2015 instead of “Match TV” on the entire network of its distribution - both in analogue and digital television.
Match TV was headed by well-known TV presenter, producer, public figure Tina Kandelaki (general producer) and ex-general directors of Domashny TV channel Natalya Bilan (creative director) [19] and Natalia Korotkova (program director) [20] . The appointment of Kandelaki was ambiguously accepted by the audience and the editorial staff of the NTV-Plus sports channels and resulted in a scandal between Kandelaki and commentator Vasily Utkin , who announced on August 11 that he refused to work with the new director [21] , but changed his mind [22] a month later [23] [23 ] .
In early October, employees of ANO "Sports Broadcasting" branches received notices of dismissal in connection with the "completion of the company's statutory activities." The equipment of the enterprise, which was used at the Sochi 2014 Winter Olympics - 12 mobile television stations , 7 mobile satellite communications stations, two mobile special equipment stations, mobile central control room and much more - was transferred to Match TV and the regions, but only a part of the Panorama employees crossed the channel [24] . The cost of this equipment is 150 million US dollars [25] .
Promotion
The logo of the new television channel in the style of Soviet constructivism was developed by Shandesign and presented in mid-September 2015 [26] . He was immediately subjected to serious criticism from designers [27] [28] . The logo is displayed in the upper right corner, on the air all the symbols of this logo every 7 seconds alternately change color from red to white and vice versa, during advertising the logo disappears from the screen [29] . On October 25, rappers Basta and Smokey Mo recorded a music video for the song “Final Match”, which became the channel’s anthem [30] . The movie was directed by Rezo Gigineishvili [31] .
Several commercials were shot with the participation of Match TV commentators [32] and several dozen famous athletes [33] . On October 15, 2015, unified travel tickets for 60 trips went on sale in the Moscow metro (the total circulation of the series amounted to 1,200,000 units), and an outdoor advertisement was also displayed depicting Alyona Zavarzina , Elena Isinbaeva , Alina Kabaeva , Alexander Kerzhakov , Timofey Mozgov and Tatyana Navka . The action is timed to coincide with the launch of Match TV [34] [35] .
On November 18, RBC published an investigation according to which the channel managed to organize an advertising campaign in the Moscow metro almost free of charge, despite the fact that the only advertising operator of the subway has been deprived of the opportunity to place any kind of advertisement since August 2015. “Match TV”, at a request for help in its advertising campaign, managed to get the support of the SUE “Moscow Metro”, whose employees put up stickers. Other advertising agencies were denied a similar request, as commercial advertising should be distributed by a new contractor, who will still be selected at the auction. The Moscow Department of Transport stated that it did not consider Match TV stickers to be commercial advertising, and the metro income from this operation was equal to expenses. Moreover, according to the law, advertising of public importance is obliged to have the emblem of Moscow and a clarifying inscription: “With the support of the Moscow government”, which are not listed on these stickers. If this advertisement was nevertheless distributed on the condition of social significance, its value would be 20% of the price list (5 million rubles instead of 25.3 million rubles per month) [36] .
On October 29, the Radisson Royal, Moscow Hotel hosted the official presentation of the channel for the press and future viewers [37] .
Broadcast
On November 1, 2015, at 6:30 Moscow time, the Match TV channel began operation [10] [38] . On this day, due to mourning for the victims of the crash in Egypt , changes in the broadcasting network occurred, and commercial advertising was canceled. The very first live broadcast of the Match TV channel was the VTB CSKA United League match - Kalev , which was shown at 13:00 Moscow time [39] . The first hockey broadcast on the channel was a duel between the metropolitan teams Dynamo and Spartak , which began four hours later. In the interest of television, the KHL rescheduled two more red-white away matches in the regular season, preceding this derby [40] , and the next Premier League Spartak – Ural match was delayed for 10 minutes to show a series of shootouts. The qualification of the 17th stage of the Formula 1 world racing championship was broadcast on October 31 at Russia 2, and the Mexican Grand Prix on November 1 at Match TV.
In January 2016, about half of the channel’s commentators were taken off staff [41] , a number of well-known sports journalists stopped working with Match TV (Vasily Utkin, Vladimir Stognienko [42] , Alexey Andronov [43] [44] , Kirill Dementiev [44 ] , Alexander Elagin (not for long) [45] [46] and Alexander Kuzmak [47] [48] ). The cuts continued in 2017, although the press service of the TV channel tried to deny this [49] [50] . Among the departed were many managers who stood at the origins of the creation of the channel [51] .
In September 2016, the television channel refused to broadcast the Paralympics , where Russian athletes were not allowed . According to Kandelaki, the decision is justified by "self-esteem and respect for the country" [52] .
According to the results of the first months of operation, the ratings of the channel turned out to be lower than that of Russia-2. According to the online publication Colta.ru , at the end of 2015, Match TV was the 19th most popular federal channel [53] . By the end of 2016, he continued to concede to “Russia-2”, the proportion of the male audience of 25-59 years old was 3.2% [49] .
In May 2017, Match TV filed lawsuits against Sports.ru , accusing it of illegally broadcasting excerpts from matches of the Football National League . In response, Sports.ru on May 25 accused the channel of borrowing texts and threatened with a counterclaim [49] . According to Vasily Utkin, in August 2017, Match TV did not order studios and commentary positions in Pyeongchang as part of saving money or possibly preventing Russians in August 2017. Only correspondents will go to South Korea to cover the 2018 Olympics . All other commentators will work in Moscow [54] . At the same time, the Russian government decided to allocate 1 billion rubles for Match TV to cover the Universiade in 2019 [55] .
Since October 2017, the TV channel became part of the GPM Entertainment TV holding, along with the thematic channels of the Match! Subholding and Sportbox.ru website [56] (the holding initially included TNT , TV3 , Pyatnitsa , TNT4 , 2x2 , producer channels Comedy Club Production and Good Storey Media Studios [57] ), led by Arthur Janibekyan . The former director of the Match! Subholding, Dmitry Granov, as a result of the permutations, became the executive director of Match TV [58] . The sports broadcasting channel management model was changed to “optimize key business processes, reduce management costs and increase operational efficiency”.
Since November 2017, mass dismissals began on the channel, several departments and services of the broadcaster (in particular, HR, financial, legal, analytical and programming) were abolished, the functions of which were transferred to “GPM Entertaining TV” [56] .
In January – March 2018, the average daily share of the Match TV target audience (men aged 14-59) amounted to 3.4% across Russia, according to Mediascope [56] .
Distribution
Match TV channel is included in the list of all-Russian mandatory publicly accessible television channels and radio channels (RTRS-1 channel package) [8] and is mandatory for distribution throughout the Russian Federation [59] . At the beginning of 2017, the television broadcasting network covered more than 1600 settlements of Russia [60] . Estimated audience reach is 81 million people [61] .
The satellite version of the channel in the High Definition (HD) standard is available on the NTV-Plus [1] [62] , Continent TV [63] , Telecard [64] and Tricolor TV [65] platforms. Internet broadcasting is carried out on the official website of Match TV.
On January 25, 2016 at 6:00 Moscow time, the NTV-Plus sports television channels rebranded [66] . Then, on the frequency of the NTV-Plus Sport TV channel , the international version of Match TV was launched under the name Match! Planet". Its main task is to popularize Russian sports through showing domestic competitions live in other countries [67] . Broadcasts of own production on the Match! Planet ”is practically absent, since it does not have the rights to display many foreign competitions. Therefore, some broadcasts from other channels of the subholding are duplicated there. The broadcast network of the international version of “Match TV” includes news releases, programs “You can do more!”, “Sports interest”, “Rio is waiting”, “Anatomy of sport” and others.
From March 2, 2019, analogue broadcasting of “Match TV” at some frequencies (including 6 TVKs in Moscow, where TV-6 , TVS and “Sport” / “ Russia-2 ” had previously broadcasted) [50] discontinued [68] , a new channel “ Match! Country ”, dedicated to domestic sport [69] .
Project Economics
The total budget for the creation of the channel was not disclosed, but some of its costs are known. So, Gazprom-Media Holding spent 9.4 billion rubles on the purchase of frequencies from the Russia-2 TV channel [57] . 6.5 billion rubles were spent on the acquisition of sports broadcasts in 2016, which were not recouped [61] [70] . The ability to broadcast the three seasons of the Russian Football Premier League (2015/16, 2016/17 and 2017/18) cost the holding about 4.8 billion rubles. [57] For the distribution of the Match TV signal for the distribution of the analog signal in cities with a population of less than 100 thousand people, the Russian Government allocated Gazprom-Media Holding 850 million rubles from the federal budget [71] , having reduced funding “compared to 2015” Channel One ”, TASS news agency and RT channel [72] . In August 2018, in the financial report of the shareholder of Gazprom-Media - Gazprombank Bank - it was announced that Match TV would enter an operational break-even following the results of the first half of 2018. In November 2018, in the bank's report for the third quarter of the year, it was announced that the project would become self-supporting, which fully corresponds to the business plan developed at the stage of project preparation.

Opinions
Fans are divided by type of sport, and sports television should, in theory, be arranged as is customary throughout the world: first, sports broadcasting in general, then it is divided into kinds of sports. I can’t call myself an adversary of package sales, but when Gazprom-Media sells channels separately, it’s not profit, but accessibility that is of paramount importance. Give the price of such channels so that the student receiving the scholarship can afford this pleasure. And someone who loves, say, figure skating, should be able to subscribe to a specialized channel that will show him figure skating all year round non-stop - in live television broadcasts, in recordings, in programs of his own production. It was announced that the channel will be broadcast in the format “24 hours a day”, which means that some of the most interesting broadcasts can be repeated at night or in the early morning. In the morning, in my opinion, it is possible about the TRP, and about exercise, and about a healthy lifestyle. I don’t know how it will turn out.
You need to understand that if we want to win the overall standings at the Olympic Games, then medically-intensive sports need to be promoted, elevated to the rank of national types. And television is just the very tool that can implement this program. Competitions that are held in Russia need to be shown simply. The rest of the time, you can understand the heads of television channels who prefer higher-rated programs. Government subsidies are needed to show less popular sports.
