Yer (canton)

Hyères ( fr. Hyères ) is a canton in the south-east of France , in the Provence-Alpes-Côte d'Azur region ( department - Var , Toulon district ). Canton was formed on March 22, 2015 as the administrative center for the part of the only commune of Toulon district of the Department of Var, which previously was entirely part of the canton of La Cros [1] .

Historical background

Canton Hyères is a new unit of the administrative-territorial division of France (Var department, Toulon district), established by decree of February 27, 2014 [1] . The new norm of administrative division came into force at the first regional (territorial) elections (new type of elections in France). Thus, the single territorial elections replace the two types of voting that existed until now: regional elections and cantonal elections (elections of general advisers). The first elections of this type, at which they simultaneously elect regional advisers (members of parliaments of French regions) and general advisers (members of parliaments of French departments) [2], were held in Yerra on March 22, 2015. This date is officially considered the date of the creation of a new canton. Since this election, advisers are elected by a mixed system (majority and proportional). The voters of each canton choose the Council of the Department (the new name of the General Council): two advisers of different sexes. This new voting mechanism required the redistribution of communes by cantons, the number of which in the department was halved, rounding the total in accordance with the conditions of the minimum threshold up to an odd number. As a result of the revision, the total number of cantons of the Var department in 2015 decreased from 43 to 23.

Department advisors are elected for a period of 6 years. Elections of territorial and general advisers are carried out according to a mixed system: 80% of the seats are distributed according to the majority system and 20% according to the proportional system on the basis of the list of departments. In accordance with the French electoral system, in order to win an election, a candidate in the first round needs to get an absolute majority of votes (that is, more than half of the votes from at least 25% of registered voters). In the case when according to the results of the first round no candidate obtains an absolute majority of votes, the second round of voting is held. Only those candidates who are supported by at least 12.5% ​​of registered and cast voters for the first round are allowed to participate in the second round. At the same time, to win the second round of elections, a simple majority suffices (the candidate with the highest number of votes wins) [2] .

Canton Composition

The new canton was formed as part of the district of Toulon in the part of the commune of the same name , which was previously distributed between three cantons: Yer-East , Yer-Ost (the rest of which remained in the canton of La Cros ) [1] .

Since March 2015, the canton's area is 132.38 km², includes most of the Yer commune, the population is 47,698 people [3] (out of the total population of the commune equal to 55,402 people), the population density is 360.31 people / km² (according to INSEE , 2012).
