Born in the city of Novosibirsk . Parents - civil engineers - in 1962 moved to the young city of Zheleznogorsk, Kursk Region , where Eugene, having received secondary education, at the same time graduated from a children's music school. After school he entered the law faculty of Moscow State University. In 2000 - legal adviser to the Governor of the Moscow Region on a voluntary basis; from March 2007 to March 2008 - Chairman of the Board of the Association “ EurAsEC Business Council”.

From 2007 to 2015, he was a representative in the Council of the Federation of the Federal Assembly of the Russian Federation from the executive body of state power of the Tambov Region .
