State Migration Service of Ukraine

The State Migration Service of Ukraine ( Ukr. Derzhavna Migration Service of Ukraine ) is the central executive body, the activities of which are directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Internal Affairs of Ukraine . The Ukrainian GMS is included in the system of executive authorities and is formed to implement state policy in the areas of migration (immigration and emigration), including counteracting illegal (illegal) migration, citizenship, registration of individuals, refugees, and other categories of migrants defined by law.

History

The State Migration Service of Ukraine was established by Decree of the President of Ukraine “On Optimization of the System of Central Executive Bodies” dated December 9, 2010 No. 1085/2010.

In April 2011, by Decree of the President of Ukraine dated 06.04.2011 No. 405/2011, the Regulation on the State Migration Service of Ukraine was approved, which defines the main tasks, functions and powers of the Ukrainian State Migration Service.

In August 2014, Resolution of the Cabinet of Ministers of Ukraine No. 360 of 08.20.2014 approved a new Regulation on the State Migration Service of Ukraine.

Structure

The structure of the State Migration Service of Ukraine (GMSU) includes:

  • GMSU apparatus;
  • territorial bodies;
  • points of temporary stay of foreigners;
  • temporary accommodation centers for refugees;
  • state enterprises.

The management of the service includes the State enterprise “Document” .

Now the service is headed by Sokolyuk Maxim Yuryevich . First Deputy - Natalya Nikolaevna Naumenko (since August 2018)

Tasks

The main tasks of the HMS are:

  • implementation of state policy in the areas of migration (immigration and emigration), including counteraction to illegal (illegal) migration, citizenship, registration of individuals, refugees and other categories of migrants defined by law;
  • submitting for consideration by the Minister of the Interior proposals to ensure the formation of state policy in the areas of migration (immigration and emigration), including countering illegal (illegal) migration, citizenship, registration of individuals, refugees and other categories of migrants defined by law.

On June 12, 2013, the Cabinet of Ministers of Ukraine canceled Decree No. 185, according to which the issue of passports was carried out by the EGAPS consortium ( Ukrainian: ЄDAPS ), which is owned by private individuals. The press of foreign passports was handed over to the State Polygraphic Combine “Ukraine” [1] .

Such a sharp change of manufacturer led to delays in the issuance of foreign passports. At the height of the holiday season, about 100 thousand people were not able to receive them within the statutory period.

The effectiveness of the work of the HMS often causes discontent among citizens and becomes the object of criticism from the media. Most often this is due to problems with issuing passports during a period of high demand for them, when the service cannot provide for the issuance and issuance of passports in a timely manner.

During the July 26, 2018 briefing, the Head of the State Migration Service of Ukraine Maxim Sokolyuk said that the line for personalizing international passports at the Ukraina printing plant was completely eliminated, and therefore, documents were issued within the deadlines established by law - within 7 and 20 business days, depending on Amount of administrative fee paid.

On September 21, 2018, Polina Savina from Kiev was presented with a 10-millionth biometric passport for traveling abroad . The official presentation ceremony was held with the participation of President of Ukraine Petro Poroshenko, Minister of Internal Affairs of Ukraine Arsen Avakov and Chairman of the State Migration Service of Ukraine Maxim Sokolyuk.

The cost of a foreign passport

To date, when applying for a passport of a citizen of Ukraine to travel abroad in normal mode, citizens pay the cost of administrative services (253 UAH.) And the cost of the form (304 UAH. 32 kopecks). This is when processing the document within 20 business days. If the document is executed within 7 business days, the amount of the cost of public services doubles (and amounts to 506 UAH, respectively).

Thus, the cost of issuing a passport of a citizen of Ukraine for traveling abroad is 557.32 UAH. (registration within 20 working days) or 810.32 UAH. (registration within 7 business days).
