Klenchin, Mikhail Alexandrovich

Born in a family of scientists. He studied at secondary school number 39, and in 1997 graduated from gymnasium number 25 in Almaty, in 2002 - the law faculty of the Kazakh Academy of Labor and Social Relations .

For the first time I found in myself the makings of a lawyer in kindergarten. The fact is that most kids are usually forced to sleep in the back of the room. And only the most agile managed to occupy small beds near the window. The lucky ones received additional privileges - interesting sounds coming from the street, and a fresh breeze. It is clear that the battles for the right to occupy such a "luxury" were serious. Mikhail, having assessed the situation, was the first in the group who offered to take a nap near the window in turn, thereby establishing justice.

School years for Mikhail Klenchina passed so unnoticed that he didn’t even have time to think that his future profession would be connected with jurisprudence. “In adolescence, everyone asserts their rights without having any education. It doesn't matter in front of parents, teachers, society. Everyone wants to stand up for himself. And this is a normal phenomenon, ”the lawyer noted.

It so happened that Michael chose his specialty quite by accident. Not knowing where to go to study after school, the future lawyer dreamed of trying himself in different professions, even getting ready to enter the theatrical specialty. But then he did his job. “My friend went to preparatory legal courses, and I went there for the company. I was lucky that the casual unconscious choice was successful and correct, ”recalled Klenchin.

His first case, the future successful lawyer remembered very well. It was the allocation of shares from an apartment in common ownership.

A lawyer, in his opinion, cannot change the whole world for the better. But he is able to change for the better a part of his principal's life. And he is doing everything possible to protect the interests of his client; therefore, at this time he cannot and should not think about the whole world in a global sense.

He worked as a corporate lawyer, held senior positions in law firms, and since 2007 has been engaged in private practice. Since November 2014 - Chairman of the National Fund for the Development of Financial Services ^{[1] [2]} .

He was the chairman of the public council of the NGO First Anti-Corruption Media Center ^[3] , a member of the Chamber of Tax Consultants of Kazakhstan ^[4] , the Republican Public Council for Support of Entrepreneurship at the Nur Otan Party ^[5] , the Board of Commercial Lawyers of the Kazakhstan Bar Association, the Council of protection of the rights of entrepreneurs NPP RK "Atameken".

• In 2008, he won a court on reinstatement of the traffic police inspectors of the Almaty region, who were dismissed from the internal affairs bodies because of a scandal with an illegal examination of the driver and allegedly extortion at the post “Luga-Rubezh”, which was repeatedly published in the media ^{[6 ]} .
• In 2012, in the Almaty District Court of Astana, he won a lawsuit against the Ministry of Internal Affairs of Kazakhstan on exclusion from the Order of the Ministry of Internal Affairs No. 504 of 23.8.2005 “On Approval of the Rules for Registration and Accounting of Persons Using Vehicles Based on a Power of Attorney” prohibiting the use of vehicles by powers of attorney without registration ^[7] ; later, the appellate court for the protest of the prosecutor canceled the decision of the court of first instance ^[8] .
• In September 2013 he represented the interests of Sharipov Toktagul in the case of recovery of damage caused by a fire in a mansion rented by the Russian consul in the Republic of Kazakhstan in the amount of 196 million tenge and the imposition of arrests on accounts of the Russian Consulate General in the Republic of Kazakhstan ^[9] .
• In March 2015, he defended Zhandos Kurmanbayev, who was fined 396,400 tenge for hanging the state flag of the Republic of Kazakhstan from his house window ^[10] ; as a result of a large public response, the fine to Zhandos Kurmanbaev was canceled after the intervention of the General Prosecutor's Office of the Republic of Kazakhstan ^[11] .

In 2015, he became a fiduciary of the candidate Nazarbayev N. A. at the special election of the President of the Republic of Kazakhstan ^[12] .

He carried out work to improve the legal literacy of the population, led legal rubrics in various print media, on TV and radio, in online media. One of the most popular bloggers of the Kazakhstan segment in the social network Facebook, the blog platform Yvision and others.

Was: Member of the Board of Commercial Lawyers of the Kazakhstan Bar Association; Member of the Council for the Protection of the Rights of Entrepreneurs of the National Chamber of Entrepreneurs of the Republic of Kazakhstan; Member of the Chamber of Tax Advisors.

For the first time in September 2013, in the Republic of Kazakhstan, Almaty, a social action "People's Lawyer" was held. It was conducted by Kazakh lawyer Mikhail Klenchin with the support of the Paragraph information system.

Zhangeldy Suleymanov proposed to continue his initiative after his death, inviting lawyers specializing in various branches of law to provide advice.

“Then he answered all the questions alone. I decided to continue this idea, but we decided to do it a little differently, it’s difficult for one lawyer to know all areas of law, ”Zhangeldy Suleymanov said. “I invited experts in various areas of law.”

To date, the action "People's Lawyer" has been successfully held in a number of cities of Kazakhstan: Almaty, Astana, Karaganda, Kostanay, Petropavlovsk, Uralsk, Shymkent, Taldygorgan and has become a good tradition. More than 100 lawyers took part in it, about three and a half thousand people received free consultations from lawyers, lawyers, bailiffs, notaries, heads of state bodies. Such activities are planned on an ongoing basis.

On the night from Thursday to Friday, December 11, 2015, a well-known lawyer was found shot dead in his home. When inspecting the scene of the incident, the investigative-operational group found and seized the Saiga weapon, registered in the name of the citizen Klenchin M. Next to the body, in addition to the carbine, there were two sleeves and one cartridge.

On Monday, December 14, 2015, in the hall of ritual ceremonies at the Central Clinical Hospital of the Medical Center of the Presidential Administration of the Republic of Kazakhstan, a farewell to the famous lawyer Mikhail Klenchin took place. About 100 people came on their last journey. Immediately after the mourning ceremony was finished, a briefing was held in the Department of Internal Affairs of the city of Almaty on the death of Mikhail Klenchin, where the official representative of the Department of Internal Affairs of Almaty, Saltanat Azirbek, stated that no traces of crime were found at the scene.
