During the Qin Empire, the counties of Mianzhu (绵 诸县) and Shangui (й 邽 县) were created here. Under the Han Empire in 115 BC e. Qinghui and Longxian (陇县) counties were allocated from Shangui County. In 114 BC e. Tianshui County (天水 郡) was allocated from Longxi County (陇西 郡), and these counties were included in it. During the time of Wang Man's dictatorship , Qingshui County was renamed Shigao (识 睦,), but under the Eastern Han Empire, it was returned to its former name. After the split of the Han empire into three states, these lands became part of the Wei kingdom, and Qingshui County was re-created, and then Longxiang County was annexed to Qingshui County.
After northern China was united by the Northern Wei empire, Qingshui County was subordinated to the Qinzhou region (秦州). Anjong County (ун 戎 县) was created in 447, but it was disbanded under the Northern Zhou Empire.
Under the Tang Empire, during the rebellion of An Lushan, these lands were captured by the Tibetans at the end of the 8th century, and returned to Chinese control only in 848.
In 1130, these places were captured by the Jurchen and became part of the Jin Empire; in the area of Efan fortification, the county of Efan (冶 坊 县) was created. After the Mongol conquest, Yefang County was annexed to Qingshui County in 1270.
In December 1949, the Tianshui Special District (天水 专区) was created, and the county became part of it. In July 1953, the Zhangjiachuan-Hui Autonomous Region (张家川 回族 自治区) was formed from parts of Qingshui, Qinan, Zhuanglan and Longxi counties.
In December 1958, Qingshui County and Zhangjiachuan-Hui Autonomous County were merged into Qingshui-Hui Autonomous County (清水 回族 自治县).
In December 1961, Qingshui County was recreated. In 1969, the Tianshui Special District was renamed the Tianshui County (天水 地区).
