Despite some shortcomings in the work of workers in the water industry, the management of the State Unitary Enterprise Vodokanal SPb decided to perpetuate their memory. In front of the main entrance to the water tower on Shpalernaya Street, a sculpture of a water carrier of the first half of the 19th century is installed. According to the author of the composition of the sculptor Sergey Dmitriev, in the process of work, the image of a water carrier from the Volga-Volga film did not interfere with him. The sculptor did not remember this comic hero, but he looked through many historical materials and did not miss a single important detail. The monument was designed by sculptor S. Dmitriev and architect V. Vasiliev. The monument to the water carrier was erected on Shpalernaya Street near the water tower , which today houses the St. Petersburg Water World Museum . The tower itself was built in the middle of the XIX century and is a unique monument of industrial architecture.

Until the mid-19th century, there was no centralized water supply system in St. Petersburg; water carriers performed its role. They rolled wooden barrels on two wheels along cobblestone pavements. Water was taken from rivers, which were still clean at that time, and then transported around the city. On October 10, 1858, Alexander the Second signed the charter of the Joint-Stock Company of St. Petersburg Water Pipes. And five years later, on Shpalernaya Street, the first city water tower appeared against the Tauride Palace.
A monument to the St. Petersburg water carrier appeared in 2003 on Shpalernaya Street near the water tower, which today houses the St. Petersburg Water World Museum. The tower itself, built in 1858-1863, is a unique monument of industrial architecture of the XIX century. The museum exposition introduces the development of the water supply system in St. Petersburg for several centuries.
The monument is made of bronze according to the project of sculptor Sergey Dmitriev and architect V. Vasiliev. He is a life-size water carrier figure that pulls a barrel of water, and a dog runs in front of him.
