Biography

After graduating from the Guatemalan Institute, Modelo received his bachelor's degree in science and art, and after completing his studies at San Carlos State University, he received a bachelor's and master's degree in social and legal sciences.

In 1943 he was a member of the University Council of the University of San Carlos. In 1944 he was chairman of the Guatemalan Bar Association.

Then he worked at the United Nations Educational, Scientific and Cultural Organization (UNESCO):

  • 1946-1947 - Legal Advisor to the UNESCO Preparatory Commission, Head of Liaison with the United Nations and Specialized Agencies,
  • 1947 - Deputy Head of Representative Office in Latin America,
  • 1947-1949 - Deputy Head of the Section of International Relations and Advisor on International Relations of UNESCO,
  • 1948 - Secretary of the Commission on Foreign Relations of the General Conference in Beirut, delegate to the Regional Conference on Scientific Cooperation in Montevideo,
  • 1948 - Head of the UNESCO Office in Latin America. He was the secretary general of the International Conference on the Amazonian Guillea, held in Peru and Brazil.

In 1954 and 1955 participated in the fifth and sixth sessions of the United Nations Committee on Information on Non-Self-Governing Territories and chaired this committee in 1956. In 1957 he was elected deputy chairman of the Trusteeship Council, and in 1958 its chairman.

In 1955-1958 - Permanent Representative of Guatemala to the United Nations. Participated in the ninth, tenth, eleventh and twelfth sessions of the General Assembly in 1954-1957. At the twelfth session in 1957, he was elected Chairman of the Special Political Affairs Committee.

In 1958 he returned to Guatemala, where until 1966 he was engaged in private legal practice.

In July 1966 he was appointed Minister of Foreign Affairs of Guatemala. In this post, he served as chairman of the 23rd session of the UN General Assembly .
