Geography

Located on the northern shore of Lake Baikal , 440 km from Ulan-Ude and 500 km from Irkutsk (in a straight line), on the left bank of the mouth of the Tyya River, on the Baikal-Amur Railway , 24 km to the south-west from the center of the North Baikal Region - the village of Nizhneangarsk . In the city there is a large station Severobaikalsk of the East Siberian Railway.

Climate

Severobaykalsk is located on the same parallel with Moscow (55 ° 37 'N). The climate is sharply continental, but due to the proximity of Lake Baikal is much milder than at a distance. It is characterized by the predominance of sunny low-wind weather and low relative humidity. The Baikal region in the Republic of Buryatia is characterized by a large total duration of sunshine, it reaches 2524 hours, which is longer than in the Black Sea resorts, and is the second highest among the subjects of Russia, higher only in the Trans-Baikal Territory (up to 2797 hours in the south). In a year without sunshine no more than 37 days, mainly in the summer and early fall. The average temperature in winter is −20 ... -25 ° С, in summer + 20 ... + 25 ° С. In winter, the thermometer can drop to −42 ° C, but this happens quite rarely and does not last long, in addition, the lack of wind, bright sun and dry air makes it easy to tolerate cold with appropriate clothing, unlike the humid climate of the European part of Russia, where frost it feels much stronger. Transitional seasons are short and fleeting. In summer, heat can be set up to +32 ° C, but it is softened by the fresh breeze from Lake Baikal. The average atmospheric pressure is 720 mm Hg. Art.

Timezone

Severobaykalsk, like the whole of Buryatia, as well as the Irkutsk region , is located in the time zone , designated according to the international standard as Irkutsk Time Zone (IRKT). The offset relative to UTC is +8: 00. Regarding Moscow time, the time zone has a constant offset of +5 hours and is designated in Russia as: MSK + 5.

History

The history of Severobaykalsk is closely connected with the Baikal-Amur Railway - the city was founded as one of the main points of the railway project. It was decided to build a new city 20 km south-west of Nizhneangarsk , which allowed it to be developed in the future. Initially, they planned to increase the population to 140,000 people.

The first Komsomol settlers arrived on July 23, 1974 and established a labor camp, originally consisting of tents and railroad cars. The camp grew rapidly in connection with the construction of the railway and on September 29, 1975, the working village of Severobaykalsk was formed [7] .

In 1978, the first major house was built in the village (now Leningradsky pr., 4), as evidenced by the memorial plaque. Series 122 was designed by the LenZNIIEP Institute (Leningrad Zonal Research and Design Institute for Typical and Experimental Design of Residential and Public Buildings of the State Committee for Architecture and Urban Planning under the USSR Gosstroy, now St. Petersburg ZNIIII PI St. Petersburg Zonal Research and Design Institute of Housing civil buildings) specifically for Severobaikalsk. Due to the extremely difficult conditions of the construction area ( seismicity of 9 points and permafrost soils of the base, thawing during operation), the buildings of the series are distinguished by a broken façade shape, which provides increased seismic stability . Two houses form an unclosed ring, inside of which there is a courtyard, protected from through blowing by the winds. The unusual appearance of the five-story building makes a certain impression on the city guests.

On November 5, 1980, the working village of Severobaikalsk was transformed into a city of republican (ASSR) subordination [7] . Until the completion of the railway construction, he remained a partner of Leningrad .

On February 18, 1981, the Gougekit Council was transferred to the administrative subordination to the North Baikal City Council (the village of Gougekit that formed it was formed on April 22, 1976, and on May 12, 1978 it was assigned to the category of working villages). On September 25, 1981, in the administrative subordination to the Gocekit Council, the newly emerged settlement of Solnechny was registered. On July 12, 1991, the working village of Goudzhekit was abolished along with the council. On February 28, 2001, the Solar Village Council was abolished, the village of Solnechny [7] , which became the micro-district of the city of Severobaikalsk, was excluded from the accounting data.

The city has the 5th separate marine training center (military unit 7628), which trains divers and minders for the naval units of the Ministry of Internal Affairs of the Russian Federation .

In everyday life, townspeople call their city Northern, SBC.

In July 2016, residents of Severobaikalsk took the initiative to withdraw the city and the North Baikal region from the republic with the subsequent entry into the Irkutsk region. The petition with the corresponding appeal appeared on the website of the Russian Public Initiative. The petitioners believe that the current situation of the city and the region impedes economic development, leads to land degradation and population outflows, and note that Severobaikalsk and Severo-Baikalsky district have closer economic ties with the Irkutsk region than with the rest of Buryatia .
