The constitutional referendum in Luxembourg was held on June 7, 2015, it resolved three amendments to the country's Constitution regarding lowering the electoral age, granting the right to vote to foreign citizens and limiting the term of work in the government. [1] Although the voting results were advisory in nature, the government promised to execute them.
All three proposals were rejected. Turnout was 87%.
Questions
Voters had to answer three questions: [2]
- Reducing the minimum age of suffrage to 16 years:
“Do you approve of the idea that the people of Luxembourg, aged between 16 and 18, should have the right to voluntarily register in electoral lists in order to participate as voters in elections to the Chamber of Deputies, European elections, municipal elections and referendums?” - Aliens voting right:
“You approve of the idea that residents without Luxembourg citizenship should have the right to voluntarily register on voter lists in order to participate as voters in elections to the Chamber of Deputies, under two conditions that they have lived in Luxembourg for at least ten years and previously participated in European or municipal elections in Luxembourg? ” - Introduction of term limits:
“Do you approve of the ten-year limit on the maximum period when someone can continuously be part of the government (cabinet)?”
Another issue that was to be submitted to a referendum was canceled after an agreement between the government and religious representatives in January 2015:
- “Do you approve of the idea that the state should no longer have obligations for the salaries and pensions of priests of recognized religions?”
Election Campaign
To answer “Yes” to all three questions was called on by the Bettel-Schneider government coalition within the Democratic Party , the Socialist Workers Party and the Green Party. In support of all three proposals, the Left and the Pirate Party also spoke. The reformist party of the democratic alternative opposed all three proposals. The largest political party, CPC , although it opposed constitutional amendments, however, emphasized that voters should be well informed before the vote.
