Early elections of the governor of the Stavropol Territory were held in the Stavropol Territory on September 14, 2014 on a single voting day . Elections were scheduled in connection with the early resignation of Governor Valery Zerenkov . Russian President Vladimir Putin has appointed acting governor Vladimir Vladimirov , who previously served as first deputy governor of the Yamalo-Nenets Autonomous Okrug. Vladimirov, nominated by United Russia, won the election by gaining 84.22% of the vote.

Previous Events
From May 2008 to May 2012, the government of the Stavropol Territory was headed by Valery Gayevsky .
On May 2, 2012, Russian President Dmitry Medvedev signed a law that returned direct elections of regional leaders to Russia [2] . However, the law entered into force only on June 1, 2012. On the same day, May 2, Dmitry Medvedev accepted the early resignation of Valery Gayevsky from the post of governor of the Stavropol Territory and appointed interim governor Valery Zerenkov [3] . The dismissal of Gayevsky until the entry into force of the law on direct elections postponed direct elections of the head of the key North Caucasus region [4] . Already on May 4, Dmitry Medvedev, through the Duma of the Stavropol Territory, appointed Valery Zerenkov Governor [5] [6] .
However, only a year and a half later, on September 27, 2013, Zerenkov prematurely left the post of governor of his own free will. The interim governor until the election of a new president of Russia, Vladimir Putin, appointed Vladimir Vladimirov [7] . Since Vladimirov was appointed after holding a single voting day in 2013 , which took place on September 8, in the status of interim, he headed the regional government for almost a year. The election of the governor on a single voting day on September 14, 2014 is the first after a 14-year break.
Nomination and registration of candidates
Right of nomination
A Governor may be a citizen of the Russian Federation who has reached the age of 30 years.
In the Stavropol Territory, candidates are nominated only by political parties that have the right to participate in elections in accordance with federal laws.
The candidate should not have the citizenship of a foreign state or a residence permit in any other country.
Since June 2013, the candidate for governor of the region is also required to submit a written notice to the election commission that he does not have accounts (deposits), does not store cash and valuables in foreign banks. The candidate must close all such accounts by the time of registration.
Nomination Support (Municipal Filter)
On June 1, 2012, a law came into force that returned direct elections of the heads of constituent entities of the Russian Federation . However, the so-called municipal filter was introduced. All candidates for the post of head of a constituent entity of the Russian Federation (both nominated by parties and self-nominated), according to the law, are required to collect from their support from 5% to 10% of the signatures of the total number of municipal deputies and elected heads of municipalities, including from 5 to 10 deputies of representative bodies of municipal districts and urban districts and elected heads of municipal districts and urban districts in elections. Municipal deputies have the right to support only one candidate [8] .
In the Stavropol Territory, candidates must collect signatures of municipal deputies in the amount of 6% of the total. Of these, 6% should be deputies of district and city councils and (or) heads of regions and city districts. The rest may be deputies of rural settlements.
On June 10, 2014, the regional election commission published a calculation of the number of required signatures [9] . So the candidate must collect from 223 to 234 signatures. Of these, from 65 to 68 signatures must belong to deputies and elected heads of the city or district level and must be collected in at least 26 municipalities (in regions or cities).
Federation Council Candidates
Since December 2012, a new procedure for the formation of the Federation Council has been in force. So, each candidate for the post of governor of the Stavropol Territory during registration must submit a list of three people, the first of which, if a candidate for the post of head is elected, will become a senator in the Federation Council from the regional government.
Candidates
Candidates for the election of the governor were nominated by 7 parties. There were 5 registered candidates. The party " Communists of Russia " also announced the nomination of its candidate, but no one came with documents to the election commission [10] .

The election was won by Vladimir Vladimirov, who gained 84.22% of the vote. On September 27, he took office as governor of the Stavropol Territory and on the same day appointed Mikhail Afanasov as a senator from the government of the Stavropol Territory.
