Biography
She graduated from the N. A. Voznesensky Leningrad Financial and Economic Institute (1983) and the Moscow State Institute of International Relations (2001). She defended her thesis on "Methods for ensuring the security of the regional budget system" [1] .
From 1977 to 1997, she worked in the banking sector, including as the chairman of the Board of JSCB Sokolbank in Cherepovets (1992-1997) [1] .
From 1997 to 2007 she worked in the Department of Finance, as a member of the government, first deputy governor of the Vologda Oblast [2] . In 2006, she was appointed deputy presidential envoy to the Northwestern Federal District [1] .
From 2007 to 2011, she was a deputy of the State Duma of the Russian Federation from the United Russia party, first deputy chairman of the Committee on Federation Affairs and Regional Policy of the State Duma [1] .
Actively supports the development of social entrepreneurship in Russia. In 2010, she was a member of the expert council of the Regional Competition of projects in the field of social entrepreneurship [3] . In November 2012, together with the Our Future Foundation for Regional Social Programs, Izotova held a round table discussion in Nizhny Novgorod on “Social entrepreneurship is a special type of economic activity in order to solve social problems in the Volga Federal District” in order to attract the attention of “regions, business entities, and business elites, the public of the Volga region to social entrepreneurship ” [4] .
