Management in the social sphere - the management of social systems and relevant organizations and institutions aimed at achieving the goals of regulation, the qualitative preservation and development of society [1] .

The activities of social organizations, the main areas of which are education , health care and housing and communal services , are aimed at solving social problems of the population [2] . The main subjects of the social sphere, which is closely intertwined with the social policy of the state [3] , are the regional authorities and business structures, which are monitored by public organizations [4] . The object of social management is the population, various social groups, working groups, and so on. [one]
The main tasks of management in the social sphere include: promoting the development of educational and medical institutions, developing employment programs, holding cultural events, and so on [5] . The goal of management in the social sphere is to maintain the balance and development of society [3] .
The basic concepts of social management include the concept of human development, the concept of quality of life, the theory of human capital, the concept of basic needs [6] . To assess the state of the spheres of vital activity of the population in modern science, generalizing indicators are used ( human development index , human capital per capita, etc.) [7] .
In Russia
In Russian society, the concept of "management in the social sphere" is considered from different points of view and values [8] :
- organizational and structural significance - management of social work at various levels of government;
- functional meaning - various management functions;
- leadership at various levels, professionalization, work in various positions - organizer, information worker, lawyer, entrepreneur , teacher, and so on;
- management as a process;
- managerial work;
- science and academic discipline.
