Biography
By religion orthodox. Peasant settlement Tarasovka Donetsk district. Received primary education, learning to read and write from a retired Nicholas soldier [1] . He was a member of the church guardianship, rural and parish registrar. Engaged in arable farming. He described his political position quite verbally: “My activity is not to strive for honor, for whoever runs after it is not worthy of it. I belong to the party that loves the Orthodox Church, the king, the truth, the neighbor and those traditions with which education began “like this in the text”, giving life not only here, but also in the future world ” [1] .
April 16, 1906 he was elected to the State Duma of the first convocation from the congress authorized from the volosts of the region of the Don Cossacks . In the question of the belonging of S. V. Kulakov to the Duma faction, there is great uncertainty. According to one version, he belonged to the Party of People’s Freedom [2] , according to other data he belonged to the Octobrists [3] . But the Trudoviks, in their publication of The Works of the First State Duma, claim that they entered the Labor Group [4] , which is also consistent with modern sources [3] . Member of the Selection Commission. He signed the draft labor reform on land reform (the “draft 104th”), a statement on the formation of the Commission for the Investigation of Crimes of Officials. In his speech in the Duma, he condemned revolutionary terror, opposed the request to mobilize Cossacks to suppress "unrest."
The further fate and date of death are unknown.
