History
The order was established on February 21, 1868 by the constitutional president of Honduras, Jose Maria Medina, to reward civil, religious, or military merit.
Given that the order was established in the time of troubles for the state - the time of civil wars between Central American countries that were formerly members of the single federation, and was used by President Medina to attract supporters, on August 8, 1872, President Carlos Seleo Arias Lopez , who replaced President Medina during coup, it was decided to close the order.
The order was restored to its former position in 1901.
Degrees
The order has 5 classes:
- Grand Cavalier

- the officer
- Cavalier
Description
The badge of the order is a golden Maltese cross of white enamel with balls at the ends and a round medallion in the center, superimposed on a laurel wreath of two branches of green enamel, tied with a gold ribbon at the bottom. A round medallion with a border of green enamel carries an image between two state flags in colored enamels, fertile lands on which the central element of the national emblem is a mountain between two towers against the background of the golden pyramid. The border is inscribed in gold letters: “ORDEN DE SANTA ROSA Y DE LA CIVILIZACION”. The sign with the help of a transitional link in the form of a laurel wreath is attached to the order ribbon.
The reverse of the sign is similar to the obverse except for the central medallion: in the center on the matted surface there is a two-line inscription “MERITO CIVIL” for those awarded for civil merits, or “MERITO MILITAR”, “MERITO RELICIOSO” for those awarded for military or religious merits. On the border there is an inscription in gold letters: "REPUBLICA DE HONDURAS".
The star of the order is eight-pointed silver, the rays of which are covered with diamond faces. An image of the badge of the order without a transitional link is superimposed on the star.
Ribbon of the order of red color with blue, white and blue stripes in the center.
