“Electronic diary and journal” is a service that allows participants in the educational process to receive information about training schedules, current and final grades, and homework assignments online. Also, the electronic school document management should ensure a reduction in the administrative burden on general education institutions [1] . In addition, various electronic diaries systems can be supported by other, additional functions — electronic student portfolios, news feeds, social networks, and so on.
These systems are being introduced throughout the territory of the Russian Federation according to the national project “Education” .

Definition
According to the definition of the Ministry of Education and Science of the Russian Federation [2] :
- Electronic journal - software or electronic services that provide accounting for the implementation of the curriculum, including student performance and attendance
- Electronic diary - software or electronic services that electronically inform students and their parents (legal representatives) about the progress and results of the educational process
History
It is believed that the inventor of the electronic diary, was the American scientist Sam Pitroda ( born Sam Pitroda ) in 1975. Since then, electronic diaries and magazines have become very popular in many countries around the world. Electronic diaries are used in almost all developed countries of the world. Among the countries most actively implementing such systems in their educational institutions are the UK, Croatia, Latvia, Russia, Belarus, Malaysia, Italy, France [3] .
Relevance
As part of the order of the Government of the Russian Federation of December 17, 2009 N 1993-p [4] , a consolidated list of priority state and municipal services provided by the executive authorities of the constituent entities of the Russian Federation and local authorities in electronic form, as well as services provided in electronic in the form of institutions of the Russian Federation and municipal institutions in accordance with Appendix N 1 of this order.
Responsible for the paragraph 8 "Providing information about the current student's progress, keeping an electronic diary and electronic progress log" in the list of services in the field of education identified Ministry of Education of Russia, Rosobrnadzor, directly educational institutions (as a subject of the Russian Federation with the participation of the executive authorities of the Russian Federation, and municipal educational institutions with the participation of local governments). The service should have been available in Russia from 1.1.2014.
Decree of the Government of the Russian Federation dated 02.26.2014 N 151 “On the formation and maintenance of basic (sectoral) lists of state and municipal services and works ...” instructed the agencies to compile and publish lists of services in their fields of activity in accordance with the outlined rules before 1.7.2014 . The service mentioned above as of summer 2016 is not listed on the website of the Ministry of Education and Science of Russia.
Gradebook - a tool of accounting in the educational organization. Keeping it in electronic form is optimal for increasing the transparency of the educational process and for realizing the possibility of informing parents in electronic form.
An electronic diary as an individualized selection of student data from an electronic journal of achievement is informing the student and parent about the educational process in electronic form.

Implementation Methods
The introduction of the electronic journal should be accompanied by the development of regulatory support through the development of a system of local acts of educational organizations (hereinafter GS). The Federal Law “On Education in the Russian Federation” [5] provides for the autonomy of the PA, which gives each PA the right to develop its own legal and regulatory framework that does not contradict the current legislation of the Russian Federation in the field of education. The functioning and development of NGOs is supported by its own legal and regulatory framework (local acts).
Depending on the location of data storage, measures are taken to ensure the protection of personal data and, accordingly, the composition of the regulatory framework, which was noted by the letter of the Ministry of Education and Science of the Russian Federation No. AK-3358/08 of 10.21.2014 . The letter distinguishes between local e-journals (located on the territory of the educational organization) and network ones .
In turn, it is worthwhile to distinguish between network electronic journals for commercial and departmental , since the models of relations with the operators of such journals are markedly different. The word “ commercial ” does not necessarily mean the availability of payment: there are options for free basic functionality. Reimbursement of costs e-journals manufacturers often implement through advertising, selling support services or other related functionality.
