Eleanor Francois de Moutier ( fr. Éléonor François Élie de Moustier ; March 15, 1751 - February 1, 1817) - French diplomat and ambassador, lieutenant general, marquis, scientific writer.

Biography and Proceedings
Born in Paris in a noble family. Educated at the University of Heidelberg , then enlisted in the Royal Cavalry Regiment. Later he underwent military training in Besancon , from 1767 he was a lieutenant of the Navarre cavalry, from 1771 he commanded a company of dragoons. December 30, 1814 received the title of Marshal of the Royal Army.
He began his diplomatic service in Lisbon in 1769, and in 1771 he rejected the offer of the Spanish court to switch to serving this country. From 1772 he was an adviser to the embassy in London , from 1776 - the secretary of the embassy in Naples , from 1778 - the king's envoy to the Elector of Trier . In 1787 he was appointed ambassador to the United States . In 1790, during the revolution , he was ambassador to Prussia . He was an opponent of the revolution and a supporter of the monarchy; in September 1791, he refused the post of Minister of Foreign Affairs and was appointed ambassador to Constantinople . In 1793 he left for England . In 1795, he oversaw the royalist landing in Quiberon . Then he alternately lived in England and Prussia, returned to France in 1814, during the Hundred Days he fled again and finally returned in 1815.
