Albania ratified Protocol No. 12 of the European Convention for the Protection of Human Rights and Fundamental Freedoms ; in addition, the United Nations Declaration on Sexual Orientation and Gender was signed in 2007 by Albania.
On February 4, 2010, the Albanian parliament unanimously adopted a comprehensive anti-discrimination law that prohibits discrimination based on sexual orientation and gender identity. The law applies to all areas, including employment, the provision of goods and services, education, healthcare and housing. Albania is one of several European countries that explicitly prohibits discrimination based on gender identity. The law also exceeds EU minimum standards, which require employers to refrain from discrimination based on sexual orientation. On May 4, 2013, the Albanian Parliament unanimously amended the Criminal Code to equate hate crimes with regard to sexual orientation and gender identity at the same level as crimes against gender, race, nationality, religion, disability, etc. It also adopted a new the law on punishment for the dissemination of homophobic information by any means (including the Internet ), for which a fine is applicable and up to 2 years in prison.
