Biography
Trofim Zalaban was born in 1774; descended from the old family of the Mogilev burghers, whose members occupied the highest elected city posts [1] .
Upon completion of the course in an academic high school, he served in the Preobrazhensky Regiment ; in 1795 he entered the "writing position" in the commission of drafting laws, and then in the expedition of the state economy to the post of translator; in 1800, he was under the senators Tarbeyev and Mitusow , sent to the Kiev province by the highest order "to investigate a secret case"; subsequently, he was the manager of the economic department of the Ministry of Police, vice-director, general director of the provisional department and, finally, from 1820 to 1823 - Yekaterinoslav civil governor.
He owns a number of translations in the "Monthly Writings" of 1789–90.
