Makrusev, Viktor Vladimirovich

In 1979 he graduated from the Military Order of Lenin, the October Revolution and Suvorov Academy. F.E. Dzerzhinsky in the specialty "electronic computing equipment", qualification "military engineer in electronics". From 1979 to 1995, he held research positions at the 4th Scientific Research Institute of the Strategic Missile Forces of the Military Academy named after F.E. Dzerzhinsky, including the post of head of software and hardware department of a special-purpose information system.

In 1980-1986 together with Belan A.M., Krylov N.I. and Kalchenko S. B., devices for multiprogramming were developed and patented: “Priority device” (certificate No. 997766444466, 1980); “Device for servicing groups of requests” (certificate No. 1070551, 1984); “A device for the sequential separation of units from a binary code” (certificate No. 1049910, 1986). The invention relates to electronic computing technology and are used in firmware control devices.

From 1996 to 2000 he headed the research laboratory “Scientific and applied methods of customs business” of the research center of the Russian Customs Academy, organized and led projects in the development of theoretical and methodological foundations and scientific and applied methods to improve the efficiency of customs administration, as well as scientific and methodological support of the tasks of operational management of the activities of customs authorities and long-term planning of customs activities.

In 1994, as part of a project of the Russian Foundation for Basic Research, he conducted research in the field of cognitive technology and a holistic evolutionary approach in the following areas: the intellectualization of global information systems: basics, concept, problems; the evolving cognitive processes; cognitive dynamics: basic concepts, basic tasks, systems solution schemes, cognitive-productive meta-technology: constructive description.

In 1998, under the scientific advice of Doctor of Physical and Mathematical Sciences, Professor of IRE RAS ^[1], Inessa Leonidovna Bukatova defended his thesis for the degree of Doctor of Physical and Mathematical Sciences on the topic “Whole-evolutionary automation of scientific, design and experimental studies of intelligent information and computing systems ".

Intensive development of the processes of social automation, the growing need to automate the research of complex objects, processes and phenomena, to expand the capabilities of computer equipment and human activation, as an element of the ITT ^[2] , determine the need and relevance of the development of research automation tools and tools that take into account the noted features. d

Since 1994 he is a corresponding member of the International Academy of Informatization , since 2004 - a full member of the Academy of Quality Problems .

Since 1995, specializes in studying the characteristics of the functioning and development of the public administration system, in particular the system of customs administration.

Since 2011, he has been an expert with Rosobrnadzor for licensing control and state control (supervision) of compliance with the requirements of the legislation of the Russian Federation in the field of protecting children from information harmful to their health and (or) development, to information products used in the educational process.

Since 2016 he is a professor in the Department of Management of the Russian Customs Academy.
