Sistema Zabota LLC is a Russian private company, a round-the-clock social assistance service for the disabled and the elderly. Founded in 2003 in St. Petersburg by the entrepreneur Konstantin Livshits, now operates in many regions of the Russian Federation. Orders are accepted according to the “panic button” principle, the subscriber has the ability to quickly contact the call center and get help from qualified operators-doctors.

History
Sistema Care has been developed as one of the projects of Lege, which has been working in the market of information services in healthcare and social services since 1999. In the period 2003–2007, the project was launched in test mode in one of the districts of St. Petersburg under the working title “Panic Button”, the first 500 subscribers were connected. At the same time, a presentation was held in the Committee on Labor and Social Protection of St. Petersburg, the project was recognized as the best startup of the year by the Stockholm School of Economics .
In 2008–2009, the Government of St. Petersburg decided to support the work of Lege on the implementation of the Disturbed Button system throughout the city. The System of Care program was joined by the organization of sports veterans and Olympic champions Edelweiss - the number of subscribers served increased up to 6000, first of all the invalids and veterans of the Great Patriotic War were served (the beneficiaries were allocated funds from the budget for connection to the service). The success of the company was facilitated by the fact that in 2010 the city adopted the law “On additional measures of social support for certain categories of citizens to finance the costs associated with the provision of specialized emergency services“ panic button ”. A year later, the company registered a separate limited liability company Sistema Zabota, the post of general director was taken by Candidate of Economic Sciences Konstantin Livshits [1] [2] .
In 2012, the company launched Sistema in Gatchina and Karelia, the project was approved by the supervisory board of the Agency for Strategic Initiatives and the Ministry of Labor and Social Protection of the Russian Federation , as an effective mechanism for social adaptation of older people and people with disabilities was recommended for implementation throughout Russia [3] .
Having confirmed its effectiveness, in 2014, Sistema Zabota won a victory at the annual All-Russian Social Entrepreneurship Competition organized by the Our Future regional social programs fund and received an interest-free loan of 2.5 million rubles for a period of five years [4] . At the end of the year, the company was already represented in eight regions of the country, while the total number of subscribers increased to 15 thousand people. The leadership plans to promote the program in all regions of the Russian Federation, according to Livshits, the technological base allows serving up to 150 thousand people all over Russia at the same time. The company is developing a separate project of social dispatching service for the deaf-and-dumb: the wards will communicate with the operator-sign language interpreter through tablets and smartphones. Invested funds in research in the field of telemedicine [5] .
In 2015, the Information Service for the Deaf service was launched. The service allowed us to provide all the services of the company to hearing impaired people at the same level as all the others.
Activity
The company provides each of its clients with a “Alarm button” mobile device, through which the client can quickly contact the call center , where qualified operator doctors are on duty around the phone 24 hours a day. The call center is equipped with certified equipment - the maximum capacity of digital streams at the main digital telephone exchange is 60 digital channels. The operator, if necessary, can call an ambulance, police or other emergency services with the notification of relatives and call control; provide psychological support; organize care at home through social workers; to register a client for an appointment with a doctor; call a social taxi; submit the application to utility service specialists; provide the necessary information, including benefits, medical and social institutions. In this case, the data on each subscriber are recorded in advance in a special database [6] .
According to our statistics, the call to emergency services accounts for only about 6% of the appeals of the wards. All the rest is a very wide range of various topical issues: medical, legal, domestic. The range of complaints is very large: there are also requests to disassemble the small print on the instructions for medicines, and serious advice on obtaining benefits and subsidies, and just a desire to communicate, get support, it is very important for lonely elderly people. And, of course, informing. Often, our wards living in remote villages simply do not know that they can receive this or that social or medical service.

Within the framework of the city program “Debt”, in agreement with the Government of St. Petersburg, “System of Care” fulfills the obligations to provide specialized social and medical services to 200 citizens. In addition, the company interacts with the All-Russian Society of Disabled Persons, Edelweiss Sports Veterans Association, Afganvet, an inter-regional public organization of the Afghan War Veterans Association, providing its services on a charitable basis to beneficiaries who are not part of the city program. Some subscribers are connected to the program free of charge, among them members of public organizations " Residents of besieged Leningrad ", "Union for the Protection of the Elderly", "Former prisoners of fascist concentration camps and ghettos", "Committee of Veterans of the Special Risk Units of the Russian Federation" [8] .
