Family, Some Biography Facts
The ancestors are Orthodox peasants who lived in the village of Mashtaler (currently Grodno region , Republic of Belarus ). In family traditions, the memory of the past belonging of the ancestors to the Uniates and their participation in the January uprising of 1863 [6] was preserved.
During the First World War, with the approach of the Russian-German front line , the villagers, including the families of V.V. Matskevich's great-grandfathers, were evacuated to the inner provinces of the Russian Empire . Grandfather - Kasyan Matskevich - with his parents ended up in the Penza province , where at the age of 18 he was drafted into the Red Army . But already in 1921, the whole family returned to their native village, which was part of the Second Polish-Lithuanian Commonwealth , and grandfather was again called up for military service - already in the Polish Army , where he served two years in the sanitary battalion, after which he married and started his own family . The maternal grandfather - Karp Lozovik - also served in the Polish armed forces in the 1930s in the ranks of the Suwała Uhlansky Regiment [7] [8] [9] .
With the outbreak of military aggression against Poland in September 1939, both grandfathers - Kasyan Matskevich and Karp Lozovik - were mobilized into the Polish Army , captured by the Soviet Union and placed in prison camps in Zaporozhye [6] [7] [9] [10] . After some time, Kasyan Matskevich was exiled to the Komi Autonomous Soviet Socialist Republic and transferred to the disposal of Sevzheldorlag for the construction of the Pechora Railway [7] [8] [9] . Karp Lozovik made an attempt to escape from the camp, but was caught and returned back, and his family was expelled to Kazakhstan [7] [8] .
In 1941, after the German attack on the USSR, both grandfathers, having received an amnesty , joined the formed Anders Army , after which they fought in Egypt , Italy and France (Kasyan Matskevich was awarded the British Military Order for participating in the battle of Monte Cassino ) [ 6] [7] [8] [9] [10] .
In 1948, both grandfathers returned to the Byelorussian SSR (Kasyan Matskevich - from France, Karp Lozovik - from the UK). In 1951, Kasyan Matskevich and his family were deported to Siberia , and Karp Lozovik went there on his own free will to the family. Parents of V.V. Matskevich met already in exile, which they were serving in the city of Cheremkhovo ( Irkutsk region ), they also created a family and have children [6] [7] [8] [9] [10] [11] .
Soviet citizenship was granted to all family members only in 1958 [8] . In October 1966, the family returned to the Byelorussian SSR and settled in Grodno [6] [8] [11] .
In 1973, V.V. Matskevich graduated from high school and, without first entering the Leningrad State University ( Leningrad State University ), worked as a milling machine operator at the Grodno Cardan Shafts Plant [6] [11] [12] before being drafted into the army.
In 1974-1976 he did military service in the Soviet Army , served in the city of Khust ( Transcarpathian region , Ukraine ) [6] .
In 1976-1982, and also in 1983-1987 he studied, worked and lived in Leningrad , in 1982-1983 in Vilnius , in 1987-1992 in Liepaja and Riga , in 1992-1994 in Moscow . In April 1994, he returned to the homeland of his ancestors , settled in Minsk and a year later received citizenship of the Republic of Belarus [6] .

Learning
Having been demobilized from the army, he entered the preparatory department of Leningrad State University ( Leningrad State University ) and in 1977 became a student of the faculty of psychology of Leningrad State University , after graduation he defended his diploma in engineering psychology [11] [12] .
In his student years he attended lectures by L. M. Vekker , L. N. Gumilyov , Yu. M. Lotman , S. S. Averintsev , M. Forverg , C. Rogers and others, went to the University of Leipzig as part of the student exchange [10 ] [14] .
In 1982, after graduating from Leningrad State University, he was sent to Vilnius [6] , where, thanks to Aushra Augustinavichyut, he met with a psychiatrist and psychotherapist AE Alekseychik [Note 8] , whose workshops I attended for 8 years, starting in 1985. Names A.E. Alekseychik among his teachers [10] [13] .
Participation in the methodological movement

He is a student of the philosopher and methodologist G. P. Shchedrovitsky [10] [13] [15] , belongs to the "generation of the 1980s" of the participants of the Moscow Methodological Circle (MMK) [16] , is called among the modern leaders of the methodological movement [17] [18] .
Acquaintance with the SMD methodology and entry into the MMK
I got acquainted with the SMD approach and its developers back in my student years [10] [16] [19] .
In 1978, at one of the student conferences, he met P. G. Shchedrovitsky , from whom he received an invitation to take part in the winter student school of the Moscow State Pedagogical Institute , and within the framework of this school he made acquaintance with Yu. V. Gromyko [19] .
He was invited to the Thursday seminar of the Commission on Thinking at the Research Institute of General and Pedagogical Psychology of the USSR Academy of Pedagogical Sciences , which was held in December 1978. At this seminar, he met G.P.Shchedrovitsky and a number of other permanent participants of the MMK [19] . After that, he began to attend methodological seminars in Moscow , read books and transcripts of seminars [10] , imitating the Moscow methodological seminar, together with classmates organized a seminar at the psychology department of Leningrad State University [20]
The student’s diploma wrote on a topic in which he developed ideas taken from the book by V. Ya. Dubrovsky and L. P. Shchedrovitsky “Problems of Systems Engineering-Psychological Design” (Moscow, 1971) [16] .
GP Apprenticeship Period
Starting in 1988, it became a permanent participant in the MMK already in the “gaming period” of the development of the methodological movement [12] [16] . This, in particular, was facilitated by the content of lectures on the method of organizational-activity games (ODI) and game-technical practice , with which M. F. Strozhev and I. V. Zlotnikov spoke at the Liepaja Pedagogical Institute in the fall of 1987 [17] .
In 1988, he took part in ODI-60 “Experiments and experimentation in the training and advanced training of personnel” (Kaliningrad, supervisor - G. P. Shchedrovitsky) [21] , after which he received an invitation from G. P. Shchedrovitsky to participate in the following OD- games as part of a team of game engineers. In another ODI, he participated as an assistant to P. G. Shchedrovitsky , after which he became a regular participant in events held by his father and son Shchedrovitsky [19] .
As a teacher at the Liepaja Pedagogical Institute , he introduced the participants of the current institute seminar [17] [21] into the space of SMD methodology, a project team was formed within the seminar that was involved in the development of projects in the field of education, which took part in the reorganization of the public services of the city of Liepaja , which developed a project to develop this cities [21] .
Participation in the activities of ShKP
He took part (at a conceptual level) in the creation of the School of Cultural Policy (ShKP, Moscow) [Note. 9] [19] , was a participant in the ODI on the subject of the restructuring and development of Soviet cinema (the leader was P. G. Schedrovitsky, 1988), as a result of which in 1989 P. G. Shchedrovitsky managed to create a unit under the USSR Union of Cinematographers called the School cultural policy and cultural managers ” [19] [22] . V.V. Matskevich took part in the activities of ShKP as an expert consultant [23] [24] [25] .
Since 1989, he worked in the laboratory of the management methodology of the Western branch of the All-Russian Research Institute of Fisheries Economics (VNIIERH), took part in strategic events (ODI and management sessions) [17] [26] [27] .
In 1990, he established the Riga branch of the School of Cultural Policy [19] [22] [24] with the aim of realizing the idea of creating a College in the field of education in Latvia [21] . He organized and held 9 OD games (including several for the Ministry of Education of the Latvian SSR ) [21] . Some of the topics that were developed and discussed within the framework of the Riga branch of the CCP were reflected in the book “Polemic studies on education” (Liepaja, 1993; Minsk, 2008, ISBN 978-985-6783-44-2 ) [21] .

Scientific and pedagogical activities, activities in the field of educational reform
1982-1987
Since 1982 - member of the Society of Psychologists of the USSR [12]
In 1982, after graduating from Leningrad State University , he was assigned by distribution to the Vilnius Radio Engineering Plant, worked in the bureau of technical aesthetics, but after 8 months he was forced to quit, because he was unable to work further due to a refusal to provide access to classified documents. by specialty at a factory related to military enterprises [6] [11] .
He returned to Leningrad , after 7 months of unemployment, was hired by the Leningrad Institute of Railway Engineers (LIIZhT) at the newly formed Department of Applied Psychology, Sociology and Pedagogy, which was organized and headed by V. M. Allakhverdov [20] . This department was the first humanitarian department in technical universities of the USSR [28] , was created on the basis of the bureau (laboratory) of specific social studies of LIIZhT, with which V.V. Matskevich collaborated in his student years [11] [12] [20] .
At LIIZHT, he trained dispatcher personnel for the subway, after which he worked as a senior researcher, head of the bureau (laboratory) of specific social studies, head of the department of applied psychology, sociology and pedagogy [6] [12] [20] .
During his time at LIIZHT, he prepared a candidate dissertation, but was not allowed to defend it because of his unwillingness to join the CPSU [11] .
1987-1993
In 1987, at the invitation of the Ministry of Education of the Latvian SSR , together with his first wife, a Latvian by nationality, he moved to the Liepaja Pedagogical Institute and worked there until 1989 [6] [12] .
By the time perestroika began , he was already closely involved in the problems of education and issues of its reform, prepared a new dissertation on this topic, but it also failed to be defended [6] [11] .
In 1988, as part of an innovative movement in education, he organized a philosophical and methodological seminar at the Liepaja Pedagogical Institute, which very soon turned into a project team working on projects in the field of education and specifically on the reorganization of the Liepaja Pedagogical Institute [6] [21] . He also participated in the seminar on education in Riga [29] . In his activity, he actively collaborated with the Ministry of Education of the Latvian SSR [21] .
After gaining independence, Latvia assisted in the implementation of reforms to the Minister of Education of the First Government of the Republic of Latvia Andris Piebalgs [6] .
In the early 1990s, he collaborated on the issues of education reform with the first Minister of Education of the Russian Federation, E. D. Dneprov [6] .
1993-2004
Since 1993, he joined the work on developing a program of educational reform in Belarus, at the initial stage he worked closely with the Ministry of Education of the Republic of Belarus [6] .
In May 1993, he received an invitation from the authors of the technology for the development of educational-methodological complexes (BMD) B.V. Palchevsky and L.S. Fridman to give lectures in Minsk on the topic of standardization and technologicalization of education, after which he began to conduct a constantly working methodological seminar for graduate students in Institute for Advanced Studies (since 1997 - Academy of Postgraduate Education, Minsk) [6] [30] [31] . Within the framework of this seminar, several lecture courses were delivered, as well as a number of events and activities aimed at understanding and reforming the education system in Belarus were prepared and carried out:
- In June 1993, a memorandum was prepared for the Ministry of Education on the issue of developing educational standards [30] ;
- In December 1993, an international conference “Education and advanced training of educators: methodological, managerial and psychological-pedagogical aspects” was held in Minsk [6] [30] ;
- In October 1994, by order of the Minister of Education V. I. Strazhev , a management session was held (in the form of an OD game) “Development of the school education system: status and prospects” with the participation of the leadership of the Ministry of Education, heads of all state research institutes education (Republican Institute of Vocational Education, Institute for Advanced Studies, Republican Institute of Higher Education, National Institute of Education), representatives of local organizations authorities (oblono, rayon, gorono), directors of public and private schools, rectors of universities, representatives of the academic community, a number of public associations and foundations, and the media. As a result of the workshop session, a brochure “On Education Reform in Belarus of the 1994 Model” (the so-called “Green Notebook”; Minsk, 1994) was prepared, where the main results-estimates of the amount of work required for the education reform were presented, marked main problem points, a draft work plan has been outlined [6] [30] [32] . However, these recommendations were not accepted by the Belarusian Ministry of Education [6] .
Based on the results of the activities of the methodological seminar, within the framework of the SMD approach , a candidate dissertation was defended on “Designing activity-based education systems: methodological and pedagogical aspects” (S. A. Krupnik, 1997), and doctoral dissertations were prepared for defense on topics: “Modeling activities professional specialist ”(A. D. Lashuk) and“ Theory and practice of training education managers ”(S. A. Matskevich), besides this, new scientific studies for Belarus were formed and introduced into the educational process other subjects: “Active pedagogy”, “Design and programming in education”, “Theory of systems and activities” [31] .
In 1996, by order of the Ministry of Education of the Republic of Belarus, as part of an expert group, he prepared an alternative to the official “Organizational Project for Education Reform in Belarus” (Minsk, 1996. - UDC ) [6] [12] [ 30] [32] . The draft was also not accepted for implementation [6] [30] , and the department at the Institute for Advanced Studies, which formed the basis for the implementation of the prepared reform project, was subjected to pressure from the Ministry of Education [30] .
He continued to develop a draft reform of education on his own within the framework of the “ Soros Foundation’s Humanitarian Education Update Program” in Belarus, as a result of which the “Concept for updating humanitarian education” appeared in 1997 (from the end of 1996 the framework of this concept was expanded and it began to be considered as a reform concept national education as a whole) [6] [12] [30] [32] . Work on the concept included: conceptual-theoretical and methodological development; the establishment of the Association of Innovative Schools; publication of the Humanitarian Education Update Bulletin (published before 1999). The main ideas of the concept were promoted through the participation of V. V. Matskevich in the work of the parliamentary commission (working group) under the Law “On Education” (before the dispersal of the Supreme Council of the Republic of Belarus of the 13th convocation in the fall of 1996) [30] [32] .
In 1997, after the expulsion of the Soros Foundation from Belarus, he created the Association for the Renewal of Humanitarian Education, which continued to work on the concept, publishing a newsletter for updating humanitarian education, and also conducted seminars, lectures and conferences with innovative schools that are members of the Association of Innovative Schools. In 2000, the Association ceased its activities [30] .
In 1997-2001, he headed the department (laboratory) of the methodology of the Republican Institute of Vocational Education (RIPO) [12] [30] .
In 1998, under the guidance of V.V. Matskevich, on the basis of the provisions of the "Organizational Project for Education Reform in Belarus", a training course for education managers was developed and launched with the aim of training personnel for education reform: first, in RIPO (2 issues took place), and then in Academy of Postgraduate Education (Minsk) and Institute for Advanced Studies (Grodno) (the course was taught until 2005) [6] [30] [32] .
In 1999, by order of the Ministry of Education of the Republic of Belarus, he led the preparation of an alternative country report for UNESCO on the state of education in the field of “Problems of functional literacy in Belarus” (Functional literacy in the education system of Belarus. - Minsk, 2003. - ISBN 985-6643-57- 0 ), which was presented at the annual UNESCO conference in Warsaw in 2000 [12] [30] [32] . The development of the topic “Functional Literacy” was also carried out within the framework of the “Organizational Project for Education Reform in Belarus”: since 1997 - in the laboratory of vocational education methodology of RIPO, then in the department of analytical and legal work of the Ministry of Education and the department of sociology of APO (where experts worked and interns from the Humanitarian Technology Agency [Note 5] ) [32] .
After 2004
Since 2004, due to the opposition to the political regime of A. G. Lukashenko, the activity has actually been banned from the Russian profession - deprived of the opportunity to teach in Belarusian universities and work in government institutions and organizations [6] .
In 2006-2008, he carried out conceptual work in the field of civic education, the result of which was the emergence of the "Concept of civic education in Belarus" [Note. 10] and its registration in the training course [30] .
Since 2009, he launched activities to create a modern university in Belarus, within the framework of which the following were launched:

In 1988-1994, he worked in Riga , Moscow , Krasnoyarsk , Nakhodka , Tver , Kaliningrad , and other regions of the former USSR; in the early 1990s, activity was mainly associated with participation in the development of free economic zones , in 1993-1994 he worked with the administrations of the Krasnoyarsk Territory and the Kaliningrad Region . In 1995, he participated in consultations on the unification of the United Democratic Party , The Civil Party , the Party of National Accord , the Agrarian Party and the Belarusian Party "Green World" and the creation on their basis of the United Civil Party (UCP) [6] [11] [12] . In the same year, he advised and participated in the preparation of the Forum of Youth Organizations, initiated by the Rada of Youth Organizations [30] .
In 1998-1999 he collaborated with independent trade unions : he was a consultant to the Belarusian Congress of Democratic Trade Unions (BKDP), participated in the creation of the newspaper “Worker”, and developed the “Concept of the Activities of Free Trade Unions” (1998) [12] [30] .
In 2000-2003 he was a consultant to the Alpina-Consult joint venture, took part in its creation [12] [30] . In 2001, he made a conclusion from the situation of bankruptcy and reorganization of the private Altasfera gymnasium [30] .
He is the initiator of the Organizational Development Exchange of NPOs created in 2011 [Note. 11] as one of the areas of implementation of the cultural policy program [Note. 1] [45] .
Social and political activities
In high school, he was fond of the hippie movement , was a member of the "hippie demonstration" in Grodno in August 1971 [Note. 12] [11] .
Years of Perestroika and Restoration of Independence by Latvia
During the years of perestroika, he took an active part in the democratic reforms in Liepaja , supported Latvia 's return to independence, worked closely with the Latvian Popular Front and the Russian-speaking Center for Democratic Initiatives , provided professional assistance to the first government of the Republic of Latvia in rebuilding state institutions, launching education reform (collaborated with Minister of education , Andris Piebalgs , was an adviser in the Department of national Affairs latviyskog in 1991-1992 Government) [6] [11] [12] [44] .
Participation in the 1994 presidential election campaign in Belarus
The inclusion of Belarus in the socio-political life in the first half of the 1990s, according to V.V. Matskevich, was connected with the desire to start the process of education reform in the Republic of Belarus, using the situation of the first presidential election in the country :
| We got acquainted with the entire composition of the ministry, and I was forced to conclude that that composition was not capable of reform. They could not do anything: the ministry was not organized like that, and the people who held high posts there were not capable of reform. As they said in the previous period, they were not rebuilt. And it was impossible to remove them from their posts, such was the personnel selection system. Then, in December 1993, on the eve of the presidential election, I offered to provide all possible assistance to a candidate who, from our point of view, could win and become the first president of Belarus to lead her along the path of normal development. Having provided this assistance, we hoped to ensure that the Minister of Education would be a reformer so that the Ministry of Education could carry out reforms. That is, I went for it for educational reform [6] . |
Having received a refusal from the leader of the Belarusian Popular Front Z. Poznyak , he turned in February 1994 with the same proposal to the former speaker of the Supreme Council of Belarus S. S. Shushkevich , who agreed to include V. V. Matskevich in his election headquarters in as providing political and technological support. However, already in May 1994, due to disagreements on the image and substantive issues of the election campaign, cooperation was terminated [6] [11] .
1995 Parliamentary Election
Continued cooperation with the United Democratic Party (CSTO), led by A.O. Dobrovolsky , conducted training and seminars for party members, received an offer from the CSTO leadership to run for deputies in the 1995 parliamentary elections . According to V.V. Matskevich, he took advantage of this proposal to study the action of the political field of Belarus:
| I was not going to necessarily become a deputy. I needed to personally study the electoral system and talk with voters. I specifically asked the party leadership then to put me on some very difficult district with a very famous person. I wanted my rivals to be famous people like Shushkevich or Pozniak, whose time, as I believed, had already passed at that time. I wanted to show that we need new leaders, we need new programs and we need to defeat these people with their outdated approaches [6] . |
He ran for the Angarsk constituency of Minsk, one constituency with Z. S. Poznyak , was not elected, but the experience of participating in the elections was summarized and presented on the pages of the book “Belarus Democracy: Contrary to Evidence” (Minsk, 1996. - UDC ; reprint: Contrary to the evidence . - St. Petersburg, 2006. - ISBN 5-94716-032-3 ) - one of the first books in Belarus devoted to the description of the current political situation based on the analysis of empirical material [6] [30] .
Participation in the creation and activities of the UCP
In 1995, as a political strategist, he participated in the creation of the United Civil Party (UCP) [46] : in June, in the guise of a journalistic interview, he met with the head of the National Bank of Belarus S. A. Bogdankevich , whose candidacy was considered as the leader of the new party [6] [11 ] ] ; starting in July, he advised the process of uniting the United Democratic Party (CSTO), Civil Party and Party of Popular Accord [6] [30] ; He was elected to the National Committee of the UCP at the Constituent Congress of the Party [6] [11] . He was involved in the organization of the UCP press center, and was its leader during the by-election campaign to the 13th Supreme Council (October – December 1995) [6] [11] [30] . According to V.V. Matskevich, he was removed from office due to the contents of the press release, which the party leadership did not like:
| In 1995, Bogdankevich dismissed me from the UCP press secretaries for calling the UCP deputies "the opposition in the Supreme Council." He said that it would be a constructive opposition <...>, collaborating with the president in what is good [47] . |
During the creation of the UCP, he proposed his own versions of the party program [6] , as well as the party doctrine “The Doctrine of Belarusian Conservatism” [Note. 13] , formulated in the process of reflecting on the experience of participating in the parliamentary elections in May 1995 [48] , but these proposals did not find support in party circles [30] [49] [50] .
In 1997-1998 he was a member of the Political Council of the UCP [12] [46] [51] . In March 1997, at the Third Congress of the UCP, he stood as a candidate for party leaders as an alternative to S. A. Bogdankevich , won 10% of the vote [6] [52] . V. Matskevich explained his deed by the desire in a situation of acute political crisis in the country to influence a change in the strategy and tactics of the party, as well as internal party relations [6] [52] :
| When in December [1996] I submitted a note to Bogdankevich and several other leaders about what awaits the opposition by spring [1997], no one paid attention to this. Therefore, I brought all my articles to the congress and distributed them to the participants. They hid them in their briefcases and buried themselves in completely empty resolutions. But after my divertissement was played, everyone got these copies of the articles and began to read. This was my main task - to ensure that people take seriously what I tell them [52] . |
Having not achieved the desired result, at the end of 1998 left the UCP Political Council and terminated further cooperation with the party [6] [46] , but did not officially withdraw from it [53] .
Participation in the creation of “Charter'97”
In 1997, he participated in the creation of the civil initiative “Charter'97” as the author of the plan and co-organizer at the first stages of activity, was a member of the organizing committee [6] [11] [12] [30] [44] [54] .
He is the author of the text of the declaration “Charter'97” [Note. 14] , which got its name by analogy with the Czechoslovak "Charter 77" and gave the name to the new initiative [11] [12] . The text included the main doctrinal provisions of the cultural policy program [Note. 1] [49] . “Charter'97” was published on November 10, 1997 in the leading independent newspapers of Belarus: “Name”, “BDG” , “Narodnaya Volya” , “Svaboda” , “Free News”, etc. The first under the text of the document were signed by 100 well-known Belarusian politicians, public and cultural figures, journalists, later more than 100,000 citizens of the Republic of Belarus signed under it [11] [54] .
Three months later, he left the Charter'97 organizing committee, since the development of this civic initiative went along the path of creating a structure like a party, and not along the path of forming a broad socio-political movement , as suggested by V.V. Matskevich from the very beginning [30] [44] [49] .
Participation in the "dialogue of socio-political forces" in 1999-2000
In 1999–2000, he participated as an expert in the dialogue of the socio-political forces of Belarus, conducted with the assistance of the OSCE Advisory and Monitoring Group (AMG), and worked as part of the expert group No. 4 “Strategy for the Development of Civil Society” [30] [55] . Based on the results of participation, he wrote an acute-polemic book called Defiant Silence (it was reprinted in 2007; Moscow, 2007. - ISBN 978-5-903360-10-9 ) [30] .
Contributing to the Creation of a Christian Political Party
Since 2003, he participated in the initiative of P.K. Sevyarynets to create a Christian Democratic Party in Belarus - “Belarusian Christian Democracy” (BCD); left the organizing committee in 2005 due to the fact that there was no agreement with other participants on the principle of further development of the initiative (organizational structure or movement) [6] [30] [56] [57] , while proposed by V. V. Matskevich as the ideological foundation of the BCD “The Doctrine of Belarusian Conservatism” [Note. 13] was partially adopted, its main provisions are included in the program document of the party [Note. 15] [30] [49] .
In 2005-2007, in the framework of "Rushennya" [Note. 16] came up with the initiative to create a Christian political party with the working name “Party of Law” on the basis of the Protestant churches of Belarus, however, the activities to create the party were stopped, the impossibility of engaging in party activities in current Belarusian political conditions [50] [57] [58] [59] .

Television work
In 1994-1997 he was a developer, author and host of three cycle programs on Belarusian Television (BT) [12] :
- in the beginning. 1994, the television company FIT, together with the Agency for Humanitarian Technologies [Note. 5] started production of the Prospect information and analytical program, the first issue of which was released the day after the first round of the presidential election and was devoted to its analysis; the host of the program was Pavel Sheremet [6] [30] ;
- Beginning in 1995, the BT went on: a program on the basic concepts of a market economy “We didn’t go through it,” as well as a program “Studio 600” and “Capital” [30] .
In 1995, he received an offer to become the host of the new information and analytical program Resonance on BT, however, he was opposed by the Presidential Administration of the Republic of Belarus [11] .
He was the first leader and host of the talk show "Choice" on ONT (late 2002 - March 2003) [60] [61] , managed to prepare 8 issues of talk shows, was fired on the eve of the notorious April seminar of senior officials of republican and local state bodies for improving ideological work [62] .
Since 2012 - the host of the program “Conversation of the Day” on the Belsat TV channel [3] [63] [64] .
Incidents
On March 9, 2016 V.V. Matskevich received a summons to the court of the Central District of the city of Minsk with the order to appear as a person in respect of whom an administrative process is under way for participating in an unauthorized rally of individual entrepreneurs on February 15 of the same year [65] .
On March 15, 2016, during the trial, three police officers acting as witnesses confidently identified V.V. Matskevich as the person who took part in the rally, which, according to them, is also allegedly confirmed by the materials of the photographing, on the basis of which an administrative offense report was drawn up. In turn, V.V. Matskevich provided the court with evidence that on February 15, 2016 he was not only not present at the rally, but was generally outside the country: passport marks on the border and air tickets, according to which he flew out Minsk to Warsaw on February 14 and returned back on February 16. As a result, the court decided to return the protocol of an administrative offense to the Central Department of Internal Affairs of Minsk for revision [66] .
Immediately after the trial, V. V. Matskevich announced his intention to hold the police officers who testified against him accountable for perjury, including in order to draw attention to a similar practice of persecuting citizens dissatisfied with the current political regime in Belarus [67] [68] .
March 30, 2016 V.V. Matskevich filed an application with the prosecutor with a request to give a legal assessment of the situation [69] .
On April 5, 2016, Minister of the Interior I. A. Shunevich , answering questions from journalists accredited by the House of Representatives of the National Assembly of the Republic of Belarus , admitted a mistake made by police officers regarding V.V. Matskevich:
| “I can definitely say that police officers made a mistake in identifying a person’s personality. The reason for the error was his rather serious visual similarity with the participant in this event. I personally checked this myself [70] . |
On April 8, 2016, V.V. Matskevich addressed the Minister of the Interior with an open letter, which caused widespread public outcry. In it, the philosopher condemned the practice of perjury of policemen in court and called for its eradication by the joint efforts of the state and civil society of the country [71] . The response received from the Ministry of Internal Affairs in May 2016 once again recognized the mistake made by the police in relation to V.V. Matskevich, however, the presence of the practice of false evidence of employees of the internal affairs bodies in court was denied [72] .

He was the initiator and participant of the “Menskag filyazofskaga kola” - a creative association of Minsk humanities, which operated in the second half of the 1990s - early 2000s, which set itself the task of preparing and publishing a corps of humanitarian and philosophical dictionaries, anthologies and textbooks [12] [ 73] .
He participated in the compilation of publications: “The Newest Philosophical Dictionary” (Minsk, 1999. - ISBN 985-6235-17-0 ) and “World Encyclopedia: Philosophy” (Minsk, 2001. - ISBN 5-17-007278-3 ) [ 19] . He is the author of articles: “Anthropotechnics”, “Activities”, “Ideal types of method”, “Calvin”, “Thought activity”, “Thinking”, “Education”, “Pedagogy”, “Approach”, “Practice”, “Problematization”, “SMD-methodology”, “Scheme”, “Technique”, “Functional literacy”, “G. Schedrovitsky.”
Since 2003, he has been working on the compilation of the encyclopedic dictionary “SMD Methodology of the Moscow Methodological Circle. 1954-2004 ”, which however was not published. It was planned that the book will be released in the fourth quarter of 2004 [74] .
The author’s cycle of lectures, “Introduction to Philosophy,” read by VV Matskevich as part of the Minsk Methodological Seminar in 2008-2009, is being prepared for publication [75] .
He is the author of a large number of journalistic articles and about 50 scientific papers on political, cultural and educational transformation issues [12] . The most important of them are:
