He studied at the Munich Academy of Arts . For some time he lived in Tiflis , where he painted caricatures in magazines published here. From 1906 to 1914 he worked in the magazine " Molla Nasreddin ", published in the city in the Azerbaijani language . Together with Oscar Schmerling, Rotter drew illustrations and sharp caricatures for feuilletons from the magazine (Prayer, False Scientists, Rural Yasaul Out of Season and in Muharram , Sheikh and Locust). Joseph Rotter drew illustrations to the dastan about Rustam and Sukhrab from the poem “ Shahname ” by Firdousi , as well as to a number of Armenian fairy tales [1] .
