Biography

He was born in December 1881 in a Jewish family in the village of Vishki in the Dvinsky district of the Vitebsk province (according to other sources - the Livonia province ).

In 1901 he graduated from a real school in St. Petersburg and entered the Mining Institute. Member of the RSDLP since 1902. On the instructions of the St. Petersburg committee, the party organized an underground printing press. In 1903 he was arrested and exiled to Siberia, from where he fled. He was again arrested in 1907 and again escaped.

During the First World War, Efremov lived in Moscow. In February 1917 he was a party agitator, since September - a member of the Sokolnichesky District Duma. During the October Revolution, was a member of the Moscow Committee of the RSDLP (b) and the Military Revolutionary Committee of the Sokolniki District. The further track record of D. I. Efremov was as follows:

  • from December 1917 - deputy chairman of the Executive Committee of the Sokolniki district, then - military commissar of the same region;
  • April 12 - May 19, 1918 - Executive Secretary of the Moscow Regional Bureau of the RCP (B);
  • May - July 1918 - Executive Secretary of the Moscow City Committee of the RCP (B);
  • July - September 1918 - member of the Secretariat of the Moscow City Committee of the RCP (B);
  • from September 1918 - head of the Political Department of the Southern Front , then head of the Political Department of the 10th Army ;
  • in January-October 1919 - a member of the Revolutionary Military Council of the 10th Army;
  • September 27, 1919 - January 13, 1920 - Executive Secretary of the Moscow City Committee of the RCP (B); [one]
  • in 1920 - Commissioner of the Donetsk Railway ;
  • in 1921 - member of the Presidium of the Crimean Regional Committee of the RCP (b), member of the board of the Council of People's Commissars of the Crimean ASSR and chairman of the Crimean Union;
  • from March 1922 to July 19, 1925 - 1st Chairman of the Board of the USSR State Insurance Board.

He lived in Moscow on Nikitsky Boulevard 12. He died on July 19, 1925 in Moscow. [2] Buried in the Novodevichy cemetery .
