Education
Graduated from Leningrad Secondary School No. 4 (now the Jacques-Yves Cousteau School [2] ) in 1977.
Entered the economics department of the Leningrad State University. A. A. Zhdanov (Department of Political Economy), graduated in 1982 with a red diploma (Department of Economics of Modern Capitalism, Head of Department - Professor A. A. Demin ).
There, in 1989, he graduated from graduate school and defended his thesis on the topic “International economic relations of modern capitalism: the problem of primacy. Political economy analysis " [3] .
Speaks French and English.
Biography
After graduation he taught at the Leningrad Institute of Culture. NK Krupskaya and other universities. He participated in the economic circle, which included young specialists ( A. Chubais , A. Kudrin , A. Illarionov , A. Miller, and others) who were looking for ways out of the situation developing in the national economy.
In 1990, he joined the Lensovet Executive Committee, the Committee on Economic Reform (chaired by A. Chubais), and worked until 1991 as a chief specialist. In 1991, he became Head of the Market Reform Department of the Economic Development Committee. In 1992 - Vice-Chairman of this Committee, in 1993 - First Deputy Chairman. He was responsible for privatization, real estate market, demonopolization, and investment.
In 1994, he became chairman of the Committee on Land Resources and Land Management of the St. Petersburg City Hall (Mayor A. Sobchak ). In a short time, under his leadership, Russia's first unified automated system for recording real estate objects and state registration of rights to them was created. He completed the creation of an automated land cadastre of the city, ensured regular receipt of land payments and real estate taxes in the budget, developed a regulatory framework, procedures and technologies for state registration of real estate rights and the state land cadastre.
On May 7, 1997 he was appointed Chairman of the State Committee on Land Resources and Land Management of the Russian Federation (Roskomzem).
Since May 5, 1998 - Minister of the Russian Federation on land policy, construction and housing and communal reform .
From May 31, 1999 to March 2004 - Minister of the Russian Federation for Antimonopoly Policy and Support for Entrepreneurship .
Then he held responsible posts on the boards of directors of the largest Russian enterprises: NOMOS-Bank and Otkritie Bank , Kirovsky Plant , Polymetal OJSC, Uralkali OJSC , ALROSA , Polyus Gold OJSC .
Winner of the National Award "Director of the Year" in 2010 and 2012.
Winner of the All-Russian award of financiers "Reputation" in 2014 in the category "Best independent director of the financial market" [4] .
Since January 25, 2016, he has headed the Consumer Council on the activities of Russian Railways and its subsidiaries and affiliates [1] .
Member of the Board of Directors of Rosnano from July 1, 2016 [5] .
