Bilding Garden is a Russian kindergarten network established in 2005, as well as a business model that is distributed through the franchise mechanism. The company's turnover reaches 60 million rubles a year (according to the magazine " Expert "). The creator of the company is Marina Shilkina, coordinator Olga Tselovalnikova, owner Stanislav Shilkin [1] .

Content
History
The building garden was created in 2005 in Samara by social entrepreneur Marina Shilkina, who in 1999 received a degree in economics from the Samara State Academy of Economics. Initially, she created one Samara kindergarten “Filippok”, which later developed into a network of Samara kindergartens “Filippok”. After the development of this business, she began work on the creation of the project “Building Garden” [3] [4] [5] .
In August 2012, a building garden was also planned to be built in Naro-Fominsk [6] . In May 2013, it was supposed to open one building-garden in Sergiev Posad [7] . On March 7, 2014, the first Bilding-garden of the Irkutsk Region was opened, located in Shelekhov [8] . In the Moscow region created 7 building gardens [9] .
The network of gardens is actively developing in the Moscow region: there are gardens in Khimki [10] , in November 2012, another garden was going to be built in Ivanteevka [11] (the garden in Ivanteevka was eventually completed), and the gardens were built in: Kolomna , Pavlovsky Posad , Schelkovo , Pushkino and Yegoryevsk [10] .
In Surgut, the construction project came across the problem of the lack of a walking area in the project, which froze it [12] .
According to Expert Magazine, in 2014 there were 30 kindergartens in the network. In addition, the franchise created 109 more gardens in 5 regions of Russia and in the summer of 2014 it was planned to open gardens in 5 regions of Russia by the autumn of 2014 [13] . According to Vedomosti , which received them from the creator of the project, Marina Shilkina, the building gardens were presented in 2013 at 17 and planned to be created in 2014–2016 in 14 regions of Russia [14] .
Business Model
The business model of the network is as follows: a developer, when building a house in a densely built area, may at the planning stage of a house under construction provide a place on the lower floor for a kindergarten. Then the project of placing a kindergarten is coordinated with an entrepreneur who will recruit groups. During the operation of the project, the municipality pays a subsidy for each child attending the kindergarten, and the subsidy is equal to the cost of maintaining the same child in the municipal kindergarten. The entrepreneur, in turn, reduces the cost of maintaining each child by the amount of the subsidy received [15] .
This business model is convenient and useful for all participants: for the municipality (the problem with queues in kindergartens is being solved, the cost of building new kindergartens is decreasing, new jobs and taxpayers are appearing), for parents (they get the opportunity to pay for a moderate fee) a child in a kindergarten of a good class), for entrepreneurs (making a profit, supporting local authorities in business development) and for construction companies (improving the social characteristics of a settlement, which increases t the number of people willing to buy housing in it) [15] .
Reviews
In 2012, the project was approved by Russian Prime Minister Vladimir Putin . Irina Petrunina, deputy director of the department for promotion of projects of the Social Projects area of ASI, spoke positively about the project [2] .
In the same year, the project approved the government of the Moscow region and recommended it to municipalities with a large lack of places in kindergartens [11] .
