Biography
He was born on 14.4.1738 in Riga in the family of Lieutenant-General Baron Johann Heinrich von Mengden (1700-1768) and Countess Elizaveta Christina von Munnich (1711-1775). On the maternal line - the grandson of Field Marshal General , Count BK von Minich .
From 1763 he was in the Russian diplomatic service.
In 1779 he received the count of the Holy Roman Empire dignity.
In January 1797, he was appointed President of the Yustits College of Livland, Estland and Finnish affairs , but in February he was appointed governor of the Livonia province , which he held until his death soon followed - on September 6, 1797.
Family
He married 1 December 1767 on Countess Elizabeth Constance Sofia Frederica von Solms-Wildanfels (1741-1819).
