Coat of Arms History
On September 11 (22), 1780, the Vyatka governorship with the center in the city of Hlynov , renamed Vyatka, was formed by a registered decree of Empress Catherine II [2] . In 1781, the ruling post of the heraldmeister , the current state adviser A.A. Volkov, presented the coats of arms of the cities of the governorate for the highest approval. The historical coat of arms of Orlov-on-Vyatka was highly approved on May 28 ( June 8 ), 1781 by Empress Catherine II, along with other emblems of the cities of Vyatka governorship [3] [4] .
Decisions on the revival or restoration of the historical coat of arms of Orlov as its official symbol have not yet been made.
Coat of arms of Khalturin
(1979)
In 1923, the city of Orlov-on-Vyatka was renamed the city of Khalturin in honor of the Russian revolutionary Stepan Khalturin , who was born in the village of Khalevinskaya, located 3 km from Orlov. In 1992, the city was returned to its historical name in its modern form - Orlov .
In 1979, the coat of arms of Khalturin was approved (probably by the city Council of People’s Deputies) according to the project of V. Bereznichenko, having the following description [5] :
The emblem has a rectangular shape and is divided by dividing lines into 4 parts. At the top left is the image of an eagle - from the old name of the city “Orlov”, to the right - the year the city was founded - “1459”. In the lower left, the year Orlov was renamed Khalturin is “1923”, on the right is a combined image of a sickle and a hammer and a torch, symbolizing the labor affairs of the working people of the city and revolutionary traditions associated with the name of our fellow countryman, revolutionary worker Stepan Nikolayevich Khalturin. Here, at the bottom of this part of the coat of arms, a laurel branch is depicted. The emblem itself is slightly elongated in the lower part and has a slight sharpening in the middle.
After the historical name was returned to the city, since 1992, this emblem went out of use, and no decisions were made to stop its use.
