Huaiyang ( Chinese. 淮阳 , pinyin : Huáiyáng , literally: “from the Yang [north] side of the Huaihe River”) is the district of urban subordination of the Zhoukou urban district of Henan Province ( PRC ).

Legends claim that it was here where the capital was under Fu Xi and Shen-nun .
In ancient times, in these places was the capital of the kingdom of Chen . In 479 BC e. Chen was annexed by the kingdom of Chu . In 278 BC e. the kingdom of Qin captured a large piece of territory in the west of Chu, which was the capital of the kingdom, and Chu was forced to move the capital to these places.
After the kingdom of Qin united the whole country, creating the first centralized empire in the history of China, Chenxian County (陈 县) was created in these places.
Under the Northern Wei Empire, Chenxian County was annexed to Xiangxian County (项 县).
Under the Sui Empire, Wanqiu County (宛丘 县) was allocated from Xiangxian County.
Under the Ming Empire, Wanqiu County was disbanded, and these lands came under the direct control of the authorities in Chenzhou (陈 州).
Under the Qing empire, the Chenzhou region became “directly controlled” in 1724 (that is, it was directly subordinated to the authorities of Henan province, bypassing the intermediate link in the form of a council). In 1734, Chenzhou was elevated to a council, and Huainin County ((宁县) was formed to administer the land on which the council authorities were located.
After the Xinhai Revolution , a reform of the administrative structure was carried out in China, and in 1913 the governorate areas were abolished, and Huainin County was renamed Huaiyang (淮阳 县).
In 1949, Huaiyang Special District (淮阳 专区) was established, and the county became part of it. In 1953, Huaiyang Special District was disbanded, and the county became part of the Shangqiu Special Region (商丘 专区). In 1958, the Shangqiu Special District was annexed to the Kaifeng Special Region (开封 专区), but was rebuilt in 1961.
In 1965, the Zhoukou Special District (周口 专区) was created, and the county became part of it. In 1969, the Zhoukou Special District was renamed Zhoukou County (周口 地区).
On June 8, 2000, by the decision of the State Council of the People's Republic of China, Zhoukou County and the city district of Zhoukou were disbanded, and the city district of Zhoukou was formed.
In 2019, Huaiyang County was transformed into an area of urban subordination.
