The Central Republican Bank of the Donetsk People’s Republic was established on October 7, 2014 , when the DPR Council of Ministers amended the Decree on the Ministry of Finance of the DPR, envisaging the creation of the “Central Republican Bank of the Donetsk People’s Republic”.

The Central Bank of the DPR is the main bank of the republic [1] . Initially, the bank served only the state and legal entities. Since March 12, 2015, the bank began to open accounts for individuals [2] .
On March 18, 2015, the Presidium of the DPR Council of Ministers established that the legal tender in the territory of the DPR are: Ukrainian hryvnia , Russian ruble , US dollar and Euro , while the accounting currencies are ruble and hryvnia. The Central Bank of the DPR has been instructed to ensure the daily official publication of the hryvnia to ruble, dollar, and euro rates established by it, which are mandatory when calculating prices for goods and services [3] .
In April 2015, in accordance with the decree of the head of the DPR, the Donbass Post and the Central Republican Bank of the DPR officially launched regular payments of pensions and benefits to the population [4] [5] .
On May 6, 2015, the Presidium of the DPR Council of Ministers approved the Regulation on the Central Republican Bank [6] . In accordance with the Regulation, the Central Bank of the DPR is a republican governing body with a special status. The Bank performs the functions of a cash settlement body of the DPR, carries out banking and other services, and is also an authorized body for licensing in the field of banking, professional activities in the securities market and financial services. The activities of the bank are directed and coordinated by the DPR Council of Ministers.
On September 28, 2015, the Presidium of the DPR Council of Ministers established that the Russian ruble has been the monetary unit on the territory of the DPR since September 1, 2015. Prices, tariffs and other obligations must be indicated in rubles, and previously set in hryvnias as of September 1, 2015 - are converted into rubles at the exchange rate: 1 hryvnia = 2 rubles. Hryvnia, the US dollar and the euro retain legal tender status. The Bank is instructed to publish daily the official rates of the ruble against the hryvnia, dollar and euro established by it [7] .
As of December 2015, the CRH has opened 257 branches in 24 cities of the republic. Most of the departments operate in Donetsk (80), Makeevka (39) and Gorlovka (19) [8] . The number of open accounts with the Central Republican Bank currently exceeds 440 thousand: budget organizations comprise about 40 thousand units, legal entities - over 16 thousand, individuals - over 380 thousand.
In July 2015, it was announced the launch of a plastic card system in test mode.
As of October 2016, there were 94 ATMs and 532 POS-terminals operating in the republic, more than 505 thousand payment cards were issued [9] [10] [11] .
The central bank serves more than a thousand importing companies and more than 500 exporters. Each month, the bank provides more than 4 thousand services for transferring funds for import and more than 2 thousand for export. The total volume of export-import operations is more than 6 billion rubles (or $ 90 million) per month [12] .
