Theory of Two States

The theory of two states , also the concept of two states is a theory according to which one country can be formed by two states . If the theory is accepted, the existence of two states is considered legitimate. If not, then the states do not recognize each other.

Historical examples

While the Federal Republic of Germany from the very beginning of its formation in 1949 considered itself the only legitimate representative of the German people ( German: Alleinvertretungsanspruch ), in the GDR they abandoned such claims in 1955 and developed the idea of ​​the existence of two sovereign German states with the support of the USSR . The German government did not recognize the GDR for a long time and only towards the end of the 1960s began to establish relations with the leadership of the GDR, de facto recognizing the existence of this state, although full legal recognition did not follow. In GDR, in 1967, they even finally abandoned the original idea of ​​a future unification and instead of the long-standing “ single German citizenship ” they introduced their own “citizenship of the GDR”, which was not recognized by the German authorities, which have continued to exist since the time of the German Empire “German citizenship” (which, however, continues to be carried on to this day).

Other examples of such situations are:

  • Vietnamese states of North Vietnam and South Vietnam (1945-1976);
  • Chinese states; People's Republic of China (PRC) and Republic of China (Taiwan);
  • Korean states Democratic People's Republic of Korea (North Korea) and Republic of Korea (South Korea).
