UN Secretary General

The UN Secretary General is the chief administrative officer of the United Nations .

The Secretary General is appointed by the UN General Assembly on the recommendation of the UN Security Council . The decision of the Security Council is usually preceded by informal discussions and a series of rating votes. In addition, any of the five permanent members of the Council may use the right of veto when voting. In accordance with generally accepted practice, the Secretary-General is not elected from representatives of countries that are permanent members of the Security Council.

The UN Secretary General is elected for five years with possible re-election for a new term. Although there are no restrictions on the number of five-year terms during which the Secretary General may be in his position, so far no one has held this post more than two times.

The residence of the Secretary General is the building of the UN Headquarters on Turtle Bay [1] .

Responsibilities

The UN Secretary-General brings to the attention of the Security Council information on the problems which, in his opinion, threaten the maintenance of international peace and security. The Secretary General shall not receive instructions from any government or authority. He is responsible only to the United Nations .

The Secretary General shall appoint the staff of the UN Secretariat in accordance with the rules established by the General Assembly.

Term of office and election process

The Secretary General is elected for a term of 5 years. Consideration of candidates is held "behind closed doors" exclusively by members of the Security Council [2] . Permanent members of the Security Council have the right to impose a veto on any candidate. It is known about the existence of the so-called “Regional Principle”. The right of final decision belongs to the General Assembly, which elects the Secretary-General by acclamation [3] .

Regional equilibrium principle

In order to avoid usurpation of power, Secretary-Generals should appoint immigrants from various regions of the world [4] [5] . The position of the Secretary General, according to common practice, should not be occupied by a representative of a country that is a permanent member of the Security Council. The only document fixing the regional principle is the 1997 General Assembly resolution . As can be concluded from the chronology of events, the principle is not fully respected [6] .
