Malakhov, Ivan Pavlovich

In 1971, he was called up for service in the Navy.

In 1977 he graduated from the Leningrad Higher Naval Engineering School .

Further service took place on a border patrol ship in Nevelsk, Sakhalin Oblast. After serving in the naval units of the border troops of the KGB of the USSR for 10 years, he retired to the rank of captain of the second rank .

At the invitation of the Chairman of the Executive Committee of the Nevelsky District, I. Farkhutdinov, in 1989 he came to work in the city administration, where he worked as the chief engineer of the Gorzhilkomkhoz. In 1990 he became the first deputy head of the city, and a year later - the mayor of Nevelsk.

In 1996, the former military ^[1] graduated from the Russian Academy of Public Administration under the President of the Russian Federation, defended his dissertation for the degree of candidate of economic sciences on the topic "Rational use of regional resources."

Since 1996, he worked as the first vice-governor of the Sakhalin Region.

Since 1997, he also chaired the Sakhalin Oblast Economy Committee ^[2] .

After the death of I. Farkhutdinov in the Mi-8 disaster in the Kamchatka region , he acted as governor of the Sakhalin region ^[3] , and subsequently, in the early elections of the heads of the constituent entities of the Russian Federation in 2003, he was elected governor, moreover, over 53% of voters voted for Ivan Malakhov ^[4] . It is curious that the scandalous elections were held under the slogan “Vote and dance”: at each polling station, the first 20 voters who were under the age of 24 received free tickets to the disco ^[5] , which allowed some candidates to judicially accuse Malakhov of bribing voters ^[6] . However, after the victory, the new governor was not inclined to paternalism :

In August 2007, suspended due to loss of confidence ^[8] . “The President expressed extreme dissatisfaction with the way the authorities in the region organized assistance to the population of Nevelsk , who suffered from the earthquake,” Channel One explained ^[9] . “I’m resigning, but not out of my own free will,” Malakhov reacted. “But this is the decision of Vladimir Vladimirovich , and I cannot discuss it” ^[10] . Even earlier, the president of the actions of the Sakhalin authorities in emergency situations publicly ^[11] criticized his envoy to the Far Eastern Federal District Kamil Iskhakov ^[12] . The reason for the voluntary-forced resignation of Ivan Malakhov was the poor organization of work to eliminate the consequences of the earthquake in the Sakhalin Region on August 2 , as a result of which more than 3, 2 thousand people were left homeless ^[13] , misuse of budget funds and criminalization of his deputies ^[14] , which was defined by the “ Rossiyskaya Gazeta ” as “an unsuccessful personnel policy”. One could learn about the successes of the ex-governor on Sakhalin mainly from his interview ^[15] , in some of them he sharply criticized the federal center , in particular, Malakhov was extremely dissatisfied with the fact that “the legislation has changed and we only have five percent left ”When as“ 60 percent of revenue should remain on Sakhalin ” ^[16] . Political scientists noted that the initiator of the resignation of Malakhov was Sergei Shoigu , who informed the president about the extremely suspicious actions of the Malakhov team with reserves ^[17] , and notified the governor of the resignation of Sergei Sobyanin ^[18] . Following the ex-governor of Sakhalin Oblast, Ivan Malakhov, loyal employees of the regional administration began to resign, so the next governor of the Sakhalin Oblast, Khoroshavin, began working with a highly updated team ^[19] . At the same time, having lived thirty years on Sakhalin ^[20] , Malakhov intended to continue working on the island along the party line ^[21] .

In 2007 - the state representative on the board of representatives of the authorized state body for the Sakhalin-1 project (co-chair of the council) and the state representative in the supervisory board on the Sakhalin-2 project (co-chair of the council).

On March 19, 2009, the Federal Property Management Agency nominated Ivan Malakhov to the post of general director of the All-Russian Exhibition Center ^[22] . By the decision of the General Meeting of Shareholders of JSC “ All-Russian Exhibition Center ”, Malakhov was appointed general director of the All-Russian Exhibition Center ^[23] , replacing Ramadan Abdulatipov’s son-in-law Magomed Musaev ^[24] . At the same time, some former employees of the Sakhalin Oblast administration received leadership positions at VVC- VDNH , for example, Deputy Chairman of the Sakhalin Region Economy Committee Dmitry Babkin ^[25] joined one of the committees of the VVC Board of Directors ^[26] , later became the VDNKh Commercial Director ^[27] , however, despite the creation by the Sakhalin team of a single operator for the rental of real estate LLC VVTs Trading House LLC ^[28] and the subsequent fight against defaulters, the expected economic effect did not follow, and the Prosecutor General cheers continued to identify violations in the rental of pavilions of the All-Russian Exhibition Center ^[29] . Malakhov attributed the failure to manage the All-Russian Exhibition Center to the absence of ^[30] subsidies from the state and government of Moscow ^[31] , the confusing situation with the right to own certain buildings, for example, the mansion of the millionaire Yakov Yakubov ^[32] , as well as the presence of fraudulent pavilion management schemes:

As a result, in 2011, instead of the ex-governor of Sakhalin Oblast Ivan Malakhov, the director general of the Ukraine Hotel Alexey Mikushko was appointed to the post of general director of the All-Russian Exhibition Center, the affiliate of God Nisanov and Zarakh Iliev , the main investors in the reconstruction of the All-Russian Exhibition Center, together with Malakhov resigned as chairman of the board of directors of the All-Russian Exhibition Center First Deputy Prime Minister Igor Shuvalov ^[33] , some of Malakhov’s associates also left.
