Xiai ( Chinese: . , Pinyin : Xiàyì ) is a county in the Shangqiu city district of Henan Province ( PRC ).

History
Under the Qin Empire, Lixian (栗 县) and Qixiang (祁 乡 县) counties existed in these places. After the foundation of the Han Empire, Jianping County (建平县) also appeared. Then these counties were transformed into specific holdings.
Under the Eastern Jin Empire, Matou County was created (whose authorities were located in the former administrative center of Jianping County), which included Qixian (蕲 县), Jiu (己 吾 县) and Xiai (下 邑 县) counties. Under the Northern Wei Empire, in 526, Xiai County authorities moved to the former administrative center of Lixian County. Under the Northern Qi Empire, Matou County was disbanded.
After the Jurchen conquest, when these lands became part of the Jin Empire, the spelling of the name of Xiai County was changed from 下 邑 县 to 夏邑县.
In March 1949, the Shangqiu Special Region (商丘 专区) was formed, and the county became part of it. In December 1958, the Shangqiu Special District was annexed to the Kaifeng Special Region (开封 专区), but was recreated in 1961. In 1968, the Shangqiu Special District was renamed the Shangqiu District (商丘 地区).
In June 1997, Shangqiu City, Shangqiu County and Shangqiu County were disbanded, and Shangqiu City District was formed.

The county is divided into 11 villages and 13 volosts .
