Biography
Born March 16, 1965 in the town of Fort Smith in northwestern Canada. In 1988 he graduated from Harvard University, specialized in the field of economics. Master's degree (MPhil) in economics received at the College of St. Peter (Oxford University) in 1993, and his doctoral degree (DPhil) in 1995 - at the College of them.
