Ulyanovsk State University is the youngest university in Ulyanovsk. Its history began in February 1988 with the adoption of the Decree of the Council of Ministers of the USSR on the opening in Ulyanovsk of the first ever branch of Moscow State University named after Lomonosov . In the same year, 200 students of the faculty of mechanics, mathematics and economics began their studies. An important stage in the development of the new higher educational institution of the classical type was 1995. December 17 by Decree of the President of the Russian Federation B.N Yeltsin branch of Moscow State University M.V. Lomonosov in Ulyanovsk was transformed into Ulyanovsk State University.

Lomonosov, laid down at UlSU over the years of joint work, largely determined the nature of the development of the new classical university on the Volga, its high educational standard and scientific potential, which made it possible to occupy key positions in the educational and scientific space of the region in a short time. With the support of Moscow colleagues, a highly qualified teaching staff was formed in Ulyanovsk State University, which included leading scientists from universities in Russia and the CIS, which was the key to a high level of training of graduates. The creation of the Center for Nanotechnology and Materials on the basis of the Ulyanovsk State University emphasizes the active participation of UlSU in the processes of introducing new technologies into science and industry in the region. The university has accumulated a fairly solid base of theoretical and experimental developments in the field of nanotechnology, expanding contacts with partners from other cities.

UlSU is actively positioning itself as a university in a healthy lifestyle. The structure of UlSU includes a unique unit - the Institute of Medicine, Ecology and Physical Culture - which allows you to consolidate the efforts of scientists in implementing large-scale projects and conducting interdisciplinary research. Health saving technologies potentially unite more than 15 scientific schools of UlSU, which include more than 142 doctors and 469 candidates of science. The results of comprehensive research in the field of radiation materials science, laser physics, nanotechnology, research life cycle support technologies in recent years are fully focused on solving applied problems of medicine, healthcare, biology, chemistry, ecology, environmental management, physical education and sports.

An important priority of UlSU is international cooperation. The university successfully operates Russian-American and Russian-German faculties, whose graduates receive simultaneously diplomas of the Russian and foreign standard. A joint structure is being organized with the University of Palermo (Italy). Currently, UlSU is working closely with universities in the USA, Czech Republic, Germany, China, Mongolia, India, Vietnam, Kazakhstan and other CIS countries, and joint educational programs are being implemented as part of this cooperation.

In 2013, a biomedical center began its work, in 2014, in order to improve the educational process and accommodate new scientific and technological equipment, the educational and laboratory and production building No. 5 was commissioned. During this time, the Center for Nanotechnology and Materials Science was created at UlSU, CALS-technology research center, UlSU - high technology industrial park and an electronic library with two virtual reading rooms with Internet access.

Currently, the university is a modern university complex consisting of educational and laboratory buildings, sports facilities of open and closed type, medical facilities, administrative and auxiliary buildings, sanatorium and health facilities, etc.

The university successfully operates its own media: the Vestnik newspaper, a television studio, and a press center. Cultural and leisure activities at the university are provided by UlSU Student and Sports Clubs, as well as student self-government bodies: the Trade Union of Students and the Student Council of UlSU.

From 1992 to 2018 UlSU graduated more than 50 thousand graduates.

In accordance with the license, 213 educational programs are being implemented at UlSU (15 specialty programs; 65 undergraduate areas; 21 master's programs; 33 postgraduate study programs for scientific and pedagogical personnel; 46 residency programs; 33 mid-level specialist training programs), of which about 60% - programs of medical, engineering and technical and natural sciences. In addition, the university provides educational services in continuing education programs, professional training and retraining of specialists.

The leadership of the university signed a general agreement with the Governor of the Ulyanovsk Region Sergey Morozov, and a strategic partnership agreement is in force with the City Duma and district administrations. UlSU is a partner of the largest enterprises in the region, such as the Ulyanovsk Automobile Plant, Aviastar-SP Joint-Stock Company, the Volga-Dnepr Group of Companies, the Research Institute of Atomic Reactors in Dimitrovgrad (NIIAR), the Mars Research and Production Association and others.
