The “Death Tower” (the building of the Perm Territory Internal Affairs Directorate) is located on Komsomolsky Avenue in the Sverdlovsk district of Perm . It is an object of cultural heritage of regional significance [1] .

History
The building of the Perm Region Office of Internal Affairs (ATC) was built in the period 1949-1952. Design documents for the building were not preserved, it is only known that it was built by July 1952 (architect M. A. Pereleshin [2] ). According to one version, the building was conceived as the main building of Perm University [3] . In support of this version, the nearby buildings of two existing university dormitories are located nearby. Upon completion of construction, the State Security Committee became the owner of the building. Later it housed the Department of Internal Affairs of the Perm Region [4] .
The building was built in the style of Soviet monumental classicism : at a height of five floors, it occupies an entire block between Komsomolsky Prospect and Heroes of Hassan Street and has a three-story tower 43 meters high. In general, it resembles the appearance of Moscow skyscrapers. The building successfully closes the prospect of Komsomolsky Prospect and is the dominant of Komsomolskaya Square in the city.
City Legends
The building became one of the symbols of Perm, a well-known urban landmark and received the popular and widespread name "Death Tower", being the object and source of numerous urban legends . Despite the fact that the building was built towards the end of Stalin’s reign, it was always occupied by the internal affairs bodies, which is why urban legends connect the building with the period of Stalin’s repressions of the 1930s and 1940s. Popular rumor claims that the walls of the building were walled up by the bodies of its builders, that there were underground cells for prisoners and underground passages to the prison building and the Yegoshikhinsky cemetery , that the NKVD officers tortured and executed innocent people in it, dropping them from the tower into the courtyard, which one prisoner himself threw himself down from the tower, that in the building there are regular deaf sounds of gunfire - they shoot prisoners, etc.
In modern literature
Perm writer Anatoly Subbotin wrote the story "The Tower of Death" (1997), in which the building of the regional police department became the main stage of fantastic events in the style of Kafka and famous anti-utopias.
