“Donbass Post” is a state-owned enterprise, the postal operator of the unrecognized Donetsk People's Republic .

The state-owned enterprise was created on December 9, 2014 ^[1] in Donetsk by decree of the Head of the DPR, Alexander Zakharchenko ^[2] on the basis of the Ukrainian state-owned company Ukrposhta ^[3] . The need to create a structure was caused by the cessation of the functioning of Ukrposhta in a part of the territory of the Donetsk region of Ukraine not controlled by Kiev ^[4] ^[5] .

The work of the Donbass Post is supervised by the Ministry of Communications of the DPR . In December 2014, the first five post offices of the Donbass Post started their work ^[6] . In March 2015, a mail service was opened between the self - proclaimed Donetsk and Lugansk People's Republics ^[7] .

Taking into account new opportunities for the development of the postal sphere, Donbass Post provides various services related to the sending and delivery of correspondence, parcels and goods, subscription periodicals, receiving utility bills, paying pensions and social benefits, etc.

Activities

Due to the non-recognition of the DPR, the enterprise is not a member of the Universal Postal Union . In the transition period (until the fall of 2015), postage stamps issued by Ukrposhta were used with their own cancellation ^[8] . Mail correspondence is temporarily accepted only in the operator’s post offices themselves, letters are not taken from mailboxes ^[8] .

Today, the Republican postal service operator “Donbass Post” offers the following services to the consumer: courier delivery, delivery of goods from the Russian Federation, payment of pensions and social benefits, reception and delivery of various types of mail, trade in consumer goods and unmarked products, receiving payments for utilities, reception and delivery of periodicals, including foreign ones, delivery and placement of advertising and information material, delivery of invoice receipts, sales and starter packs and receiving payments for mobile services of the Phoenix Trademark.

SE “Donbass Post” is also responsible for the issue of postage stamps, envelopes and celebrations on special cancellation days.

History

The state enterprise “Donbass Post” was created in accordance with the Order of the Ministry of Information and Communication of the DPR No. 15 of October 10, 2014 with the aim of meeting the public needs of individuals and legal entities in the provision of postal services, and from July 22, 2015 in accordance with the Decision of the Council of Ministers of the DPR No. 13- 21 of July 22, 2015 is a Republican postal service provider.

In 2014, 124 TSOs worked, which specialized in the provision of services for the delivery of social assistance to the population. Since April 2015, according to the Decree of the Head of the Donetsk People’s Republic No. 119 dated March 25, 2015, SE Donbassa began to pay pensions through post offices, as well as the delivery and payment of all types of social benefits and insurance amounts.

On December 30, 2014, through the system of branches of the “Donbass Post”, persons with disabilities living in the territory of the DPR received pension benefits for December ^[9] . Since April 2015, by the decree of the head of the DPR, the Post of Donbass, along with the Central Republican Bank of the DPR, was officially charged with the regular payment of pensions and benefits to the population ^[10] ^[11] . So, in June 2015, over 1 billion rubles were paid to pensioners of the DPR through this postal system ^[12] , and in July - about 2 billion ^[13] . In addition, since August 2015, the offices of Donbass Post have been entrusted with the distribution of SIM cards of the Phoenix mobile operator ^[14]

Since March 2015, according to the Order of the Ministry of Communications of the DPR No. 10 dated 03/17/2015, SE “Donbass Post” began cooperation with the State Unitary Enterprise “ Post of LPR ” in the provision of postal services to the public ^[15] .

In 2016, the total volume of written correspondence was 189 188 units, total parcels - 14 123 units, periodicals - 2 184 739; 3 685 661 people received pensions and social benefits.

Structure

In October 2015, the Minister of Communications of the DPR Viktor Yatsenko said that the “Donbass Post” has 196 branches ^[16] .

To date, the postal service centers of the SE “Donbass Post” are open in the cities of Donetsk, Gorlovka, Snezhnoye, Enakievo, Makeevka and the urban-type settlement Starobeshevo; In total, 227 postal offices are fully operational.

At the moment, about 1,600 people work in the Donbass Post state enterprise.

And about. In August 2015, Igor Tkachuk, Director General of Ukrposhta, told Forbes Ukraine magazine ^[17] :

With the mail, which began to work in the so-called "republics" on the territory not controlled by Ukraine, Ukrposhta has no and cannot have any mutual intersections. We do not recognize them ... We do not carry out our work there, otherwise we will legitimize the occupier.

Nevertheless, as of autumn 2015, Ukrainian postal stamps for Russian rubles were sold at the main post office of Donetsk . At the same time, employees of the institution warned that letters, parcels and parcels franked with these stamps can only be sent on the territory of Ukraine, and the DPR has its own postage signs ^[18] .

Philatelic products

Since March 2015, the issue of their own postage stamps was being prepared ^[8] , and by May 9, the first such stamp ^{[K 1]} with the image of the DPR military personnel Mikhail Tolstoy and Arseny Pavlov, better known as Givi and “ Motorola ” ^[19] ^[20] ^[21] .

On September 8, 2015, a postage stamp dedicated to the Day of the Liberation of Donbass was published in Donetsk. At the same time, a solemn special cancellation was organized ^[22] .

During 2015, Donbass Post issued a series of seven standard stamps on which the emblems of the cities of the DPR were imprinted. The last, seventh, brand was released on December 17, 2015. On the postal miniature with a face value of 24 rubles was depicted a small coat of arms of the capital of the Donetsk People’s Republic - Donetsk. Coats of arms of Gorlovka , Shakhtyorsk , Dokuchaevsk , Debaltsev , Enakiev and Ilovaysk were placed on previous stamps of the series. On the occasion of the release of each brand in the respective city, a special cancellation was made ^[23] .

In total, from May 2015 to October 2017, about 90 postage stamps were put into circulation.
