Biography
Born in an old Cossack family. The Chernov clan descended from the Samara city Cossack noblemen, listed in the noble family tree of the Orenburg province
In 1833-1839 he studied at the parish and zemstvo schools of Orenburg .
Since 1839, he worked in the office of the commander of the Bashkir-Meshcheryatsky army , located in Karavan-Saray. December 6, 1841 was promoted to the rank of officer . In March 1844, he was promoted to coronet , and worked as head of the office of the commander of the commander until October 1847.
In 1847-1861, he was the head of the headquarters of the Orenburg military governor. Made a lieutenant colonel and awarded the Order of St. Stanislav 2nd degree.
In 1861-1865, he was the trustee of the 1,2 and 3rd Bashkir cantons and the head of the 1st canton. In November 1865, he was a member of the commission on the land rights of the Bashkirs and on land allotment, a member of the Orenburg provincial presence on peasant, and then on city affairs. Since 1866 - Member of the Orenburg Nobility Assembly. In 1867, he was a member of the commission on the development of private gold industry in the Orenburg province. He was promoted to colonel and awarded the orders of St. Vladimir 4th and 3rd degree.
According to the petition, on May 10, 1874 he retired with the rank of major general with the right to wear his uniform.
In 1883-1891 he served as the Orenburg provincial leader of the nobility. He was awarded the orders of St. Stanislav 1st degree and the Order of St. Anna of the 1st degree. July 18, 1891 retired for health reasons.
Known for his charity, which he devoted the last years of his life. He donated his funds to churches in Cossack villages, to the Cossack St. George’s Cathedral, to the Nikolskaya Church in Orenburg, to the cathedral, to the Orthodox Palestinian society. He established two scholarships at the Orenburg Institute of Emperor Nicholas I, donated funds for scholarships to students of the Orenburg Gymnasium from the families of the poorest officers and officials of the Orenburg Cossack Army. For many years Chernov was a church leader in the church of St. Peter and Paul in Orenburg.
He died in Orenburg and is buried in the territory of the Upensky Convent.
Compositions
The main work of I. V. Chernov, thanks to which he received literary and scientific fame, was written upon his retirement and printed posthumously. The notes are dedicated to biographies of the Orenburg governors.
