Tolmachevo Airport named after A. I. Pokryshkin [4] ( IATA : OVB , ICAO : UNNT ) is the international airport of Novosibirsk . The largest passenger flow in Siberia. The airport is at the crossroads of a large number of airlines connecting Southeast Asia to Europe and from North America to India and Asia. .

It is an airfield of joint deployment of civil aircraft and military aircraft of the Russian Air Force , as well as the main hub for S7 Airlines .
General Information
The airport is connected by regular passenger flights to the largest cities of Russia and the CIS countries , with the UAE , Turkey , Bulgaria , Germany , Spain , China , South Korea , the Czech Republic , Greece , Cyprus , Vietnam and Thailand . Also in Tolmachevo, cargo planes are intermediate landing during flights between East Asia and Europe . The intermediate landing allows you to take on board less fuel and increase the payload.
Tolmachevo is located on the outskirts of the city of Ob , 17 km from the center of Novosibirsk, and is connected by buses [5] and minibuses. 1 km from the airport there is an Aeroflot stop platform for commuter trains on the Trans-Siberian Railway . From October 2014, a connecting bus is introduced, following from the Ob station to the airport with reference to the schedule of electric trains [6] .
Tolmachevo Airport has an IATA platinum certificate confirming 100% implementation of innovative technology to simplify airport formalities BCBP, Tolmachevo is the fourth airport in Russia after Domodedovo, Sheremetyevo and Pulkovo, fully implementing BCBP technology (encoding boarding passes using two-dimensional barcodes - Bar coded boarding passes) [7]
History
- July 12, 1957 - is considered the birthday of the airport. It was on this day in 1957 that the first Tu-104 scheduled flight left Tolmachevo for Moscow, with 50 passengers on board. Until that time, there was a military airfield on the site of Tolmachevo [8] .
- November 21, 1963 - an air terminal with a total area of 10 254.4 m 2 with a capacity of 1000 passengers per hour was commissioned (architect A. A. Volovik ) [9] .
- 1972 - the first million passengers were dispatched [8] .
- 1992 - Until 1992, the airport complex was part of the Tolmachevsky joint air squad. In 1992, the Tolmachev United Air Squad was divided into three independent enterprises: Tolmachevo Airport, Siberia Airlines , Zapsibaeronavigatsiya. In September 1992, Tolmachevo acquired the status of an international airport [10] .
- December 19, 1995 - transformed into an open joint-stock company, 51% of the shares are in federal ownership.
- 1997 - An international terminal was put into operation with a capacity of 450 passengers per hour with a forecourt and 4 new parking lots for IL-76 aircraft [10] .
- 2002 - the first among the airports of the Russian Federation to receive a quality system certificate in accordance with the requirements of GOST R ISO 9002-96 [10] .
- 2004 - The concept of airport development was approved. The construction of the expansion block of the terminal of domestic airlines has begun.
- 2005 - the airport is recognized as the winner in the competition “The Best Airport of Russia and the CIS of 2004” in the category of over 1 million passengers a year.
- 2006 - the unit for the arrival of the terminal of domestic airlines was commissioned. Teletraps were put into operation.
- 2007 - Tolmachevo Airport was awarded the title “Leader of Russian Air Transport” of the Golden Chariot National Public Prize for the Transport Industry of Russia.
- September 25, 2010 - the second runway (16/34), certified by the ICAO category II meteorological minimum , was put into operation [11] .
- April 30, 2011 - the airport became the second airport in Russia to receive an Airbus A380 acceptance certificate - to provide the possibility of an emergency landing during flights along the Trans-Siberian routes [12] .
- November 26, 2011 - the airport became the first airport in Russia to accept the largest type of commercial cargo aircraft Boeing 747-8 airline Cargolux [13] .
- June 5, 2012 at the airport, near the checkpoint number 2, a monument plane was installed on a pedestal. They became the Tu-154 1987 model year with tail number RA-85628 (the initial number of the USSR-85628). The plane was the first exhibit at the Tolmachevo Museum of Aviation History. The grand opening took place on July 12, 2012, on the day of the 55th anniversary of the airport [14] [15] . In the future, the management of the Tolmachevo airport plans to open a civil aviation museum in a decommissioned IL-86 plane [16] (tail number - RA-86097). As of August 2013 [17] , restoration work is underway on the plane. In November 2013, the Il-86, previously stored on the airport platform, was installed closer to the terminal of domestic airlines - at this point it will be converted into a museum [18] .
- November 29, 2012 - the airport for the first time in its history met a three millionth passenger since the beginning of the year [19] .
- December 20, 2012 - the airport, together with LSG Sky Chefs, launched the Tolmachevo Catering on-board catering facility with a capacity of 3000 servings per day [20] .
- July 2013 - at the airport, design work began on the reconstruction of aerodrome infrastructure facilities, including the apron and the runway-1 . The project development period is until November 2014. At the end of 2014, work began on the reconstruction of the aerodrome complex of the Novosibirsk airport [21] .
- On September 29, 2018, a ceremony of meeting the Tu-154M Izhma RA-85684 aircraft was held at Tolmachevo Airport. In connection with the expiration of the airworthiness period, the aircraft was transferred to the Aviation Museum [22] .
Development
In the late 1990s, the international terminal was completed, the construction of which was suspended and postponed for several years due to misuse of funds.
In 1999, Tolmachevo Airport OJSC separated a fueling service into a separate company, creating Airport-Service CJSC. Initially, it was planned that Tolmachevo would have a controlling stake of 50% + 1 share in it, and Sibneft would have the rest. However, after the registration of the enterprise, the airport management found out that the controlling stake was registered specifically with Sibneft. There was no way to restore the desired balance. During lengthy litigation, Sibneft proved the legitimacy of the creation of this enterprise. In December 2003, the airport sold this stake, fearing that it would be arrested due to a lawsuit by RosAviaConsortium.
In 2003, Siberia Airlines, dissatisfied with fuel prices, decided to eliminate the Airport Service monopoly and build its own refueling complex. It cost several million dollars and had a capacity of 18,000 tons of kerosene. In January 2004, construction was suspended due to an investigation by the State Inspectorate for Architectural and Construction Supervision, which was initiated on the basis of a statement from the airport.
In 2005, the expansion of the domestic flights terminal began. The first telescopic ladders at the airport were installed in it, especially necessary in winter.
On December 19, 2005, the Industrial Development Group signed an airport reconstruction and expansion program, and an airport development program until 2010. The program provides an investment of 280 million dollars. The company has already bought the necessary land near Tolmachevo, including the unfinished refueling complex of Siberia Airlines.
In September 2010, the second runway of the airport was commissioned, the construction of which was started back in 1987. In 1995, construction was frozen, and again money from the federal budget was allocated only in the 2000s. July 12, 2010, on the day of the 53rd anniversary of the airport, the first technical flight with the runway-2 was performed (the Boeing 767-300 of the S7 airline took off at 21:00 local time and landed after 14 minutes), the lane was declared ready for operation [ 23] , and on September 25 of the same year, the runway received the first scheduled flight.
In the summer of 2013, the airport management decided to upgrade passenger terminals, combining them into a single complex. In September 2014, reconstruction began, which lasted until November 2015. During the modernization, two former terminals A and B were reconstructed into a single terminal (using the “under-one-roof” technology), which received sectors A and B for the domestic and international flights, respectively. As a result, sector B received 18 registration counters (instead of 10 in the old terminal), a large Duty Free zone, and 3 telescopic ramps. In the passage connecting the two sectors, the sculpture “To Aviators of Siberia” is installed.
Plans
The airport development program until 2025 includes:
- Extension of the existing and construction of a second cargo terminal;
- Reconstruction of runway-1 with complete replacement of the coating (due to deterioration);
- Increasing the number of taxiways;
- Further modernization of the airfield infrastructure.
In April 2018, Novosibirsk was officially declared the venue for the 2023 World Hockey Youth Championship. In this regard, the government of the Novosibirsk Region set the task for Tolmachevo Airport to increase the area of the terminal complex and create conditions for a minimum passenger flow of 10 million people / year.
According to statistical estimates, by 2020, passenger traffic is expected to increase to 6 million people.
Infrastructure
There are two passenger terminals in Tolmachevo - for domestic flights (terminal A) and for international flights (terminal B) [24] , a VIP lounge, as well as a cargo terminal. At the airport there is a Sky Port 4 * hotel, a customs control zone, medical and veterinary services, and car rental.
The area of the airport is 618 hectares, of which 441 hectares are aviation technical territory.
The airfield accepts all types of aircraft, including IL-96 , Tu-214 , An-124 , Boeing 777 (from July 27, 2009), Airbus A380 (from April 30, 2011) and all lighter, as well as all types of helicopters .
The airfield is capable of receiving the A-380 airbus [2] (along with Moscow Domodedovo and Sheremetyevo airports ) [25] [26] .
There are two functioning runways:
- Runway 07/25 with a length of 3597 m and a width of 60 m, asphalt concrete pavement without restrictions on the mass of aircraft received. The airfield is 4400 × 1800 m in size. The flight strip is 3900 × 280 m in size. There are two free zones from both ends of the runway 400 m long. The dimensions of the runway are 2900 × 70 m. The runway is equipped with a course-glide path system (ILS) of category 1 (60 × 800 m), driven radio beacons (NDB, OM, MM), lighting systems.
- Runway 16/34, length 3602 m, has a width of 45 m, concrete coating without restrictions on the mass of aircraft received. Runway 16 is equipped with ILS category 2 (30 × 350 m), runway 34 - ILS category 1 (60 × 800 m).
The airport capacity (assuming two runways are running) is 40 take-off and landing operations per hour. The airport has 61 [8] aircraft parking lots, 16 of which are equipped with a centralized fueling system.

Owners and management
The airport is managed by Tolmachevo Airport OJSC, whose main shareholders until 2011 were the state (51%) and Novaport LLC (38%, the ultimate beneficiary is Russian businessman Roman Trotsenko ). In 2011, the Federal Property Management Agency sold its stake to Complex Aeroservice.
Since 2009, the chairman of the board of directors of Tolmachevo Airport OJSC has been Gennady Kurzenkov, the head of the Federal Air Transport Agency of the Ministry of Transport of the Russian Federation, and the general director is Yevgeny Yankilevich (replaced Alexander Borodin , who held her in ☎ on this position) [29] .
Performance Indicators
In 2006, the airport served 1 million 656 thousand 901 passengers (an increase of 0.5% compared to 2005). 16 thousand tons of cargo were handled. Tolmachevo enterprises (including subsidiaries) employed 2383 people [30] .
In 2006, revenues from ordinary activities of the enterprise exceeded 2.3 billion rubles, and the net profit of the joint-stock company amounted to 155.7 million rubles, which is 48.6 million more than in 2005. Revenues from aviation activities of the airport amounted to 783 million 97 thousand rubles (an increase of 11.2%).
In 2007, the airport served 1,873,500 people [31] . The total amount of cargo and mail handled at the airport in 2007 was 18 667.3 tons (2158.1 tons or 113.1% more than in 2006) [32] .
In 2008, the airport served 2,109,424 people (an increase of 12.6%; for the first time in 16 years, it exceeded 2 million) [33] . Of these, 997,706 passengers were dispatched (an increase of 10.7% compared to 2007), 963,768 passengers (10.7%) arrived, the number of transit passengers amounted to 167,950 people (40.5%) [34] . In 2008, income from aviation activities amounted to 1 213 978.3 thousand rubles (an increase of 34.3% compared to 2007).
In 2009, the airport served 1,804,297 people (a decrease of 14.5%). Revenues from aviation activities in 2009 - 1 billion 58 million 875 thousand rubles [35] .
In 2010, the airport served 2,261,630 people (an increase of 25.3%) [36] .
In 2011, 2,765,884 passengers (+22.3%) were served [37] .
In 2012, the airport served 3,266,745 passengers (+18.1%). At the same time, passenger traffic growth on international airlines amounted to 25.9% (1,250,978 people served), and 13.7% on domestic flights ( 2,015,767 people). In 2012, the airport handled 28,028 tons of cargo and mail (+ 29 %) [38] .
In 2013, the airport served 3,748,211 passengers (+14.7%). At the same time, passenger traffic growth on international airlines amounted to 24.5% (1,556,907 people served), and on domestic flights - 8.7% ( 2,191,304 people). In 2013, 29 947 tons of cargo and mail were handled at the airport (+6%) [39] .
